INFORMATION TECHNOLOGY SERVICES PROGRAM (ITSP)

1.1 Background: The Electronic Systems Center/Information Assurance Product Area Directorate (ESC/DIWS), PKI System Program Office (SPO), is seeking contractor support to help implement the DoD Public Key Infrastructure for the Air Force.
1.2 Purpose: The purpose of this Statement of Objectives (SOO) is to describe required Contractor support efforts .
1.3 Scope: This SOO describes the type of efforts and tasks the Contractor shall perform to support ESC/DIWS. In accordance with the tasking delineated in this SOO, the Contractor shall provide the following general tasks: technical support for implementing Air Force applications; engineering services; technical support for implementing DoD PKI for the Air Force integrating future DoD PKI architectures; development and execution of application integration and testing; training support; centralized configuration management; legacy application integration support; and administrative support for the new system program office. This support will be performed at USAF installations worldwide, to include Air National Guard, Air Force Reserve, and Unified Combatant Command activities. Contractor support shall include the registration of 700,000 personnel.
1.4 Period of Performance: The period of performance is anticipated to be approximately three years. The contract will be awarded for one year of effort with two each one-year options. Availability for all Contractor personnel shall begin on or about 25 Oct 99, subject to availability of Fiscal Year 00 funding with the exception of registration teams members (Computer Specialists and Trusted Agent Support) who will be required for work beginning 1 Jun 00.
1.5 Place of Performance: All work required of the Contractor by this SOO shall be performed at a Contractor provided facility within 25 miles of the PKI System Program Office facility (Building 2028, 230 Hall Blvd, Kelly AFB, San Antonio TX 78243-7056) with the exception of the registration teams. Registration teams will be performing their duties of user registration at USAF installations worldwide. Contractor must be available between 0730-1630 Central Time to support customers. Normal duty days are Monday through Friday, exclusive of federal holidays.
1.6 Functional Area Evaluator and Technical Monitor: The Functional Area
Evaluator will monitor overall Contractor progress. The Technical Monitor
will coordinate work priorities and will act as the Government technical
point of contact concerning the tasks required by this SOO.
2.1 Overview: The Contractor shall provide the necessary personnel in order to perform the tasks authorized in this SOO. The Contractor shall perform the following tasks:
2.1.1. Provide Support for Air Force application software to include: working with SPOs on special programs; mass registration (approximately 700,000 personnel) application support; identification of technical requirements; development of implementation strategy and plans.2.1.2 Provide engineering support including: response to technical needs for the SPO team; technical support on directories; utilization of online certificate status protocol; key escrowing; utilization of hardware tokens.
2.1.3 Provide technical and engineering services to integrate into future architectures by: working with NSA to develop future architecture; keeping current on NSA development activities; working on Key Management Infrastructure and other PKI related initiatives; working migration of Class 3 to Class 4 certificates.
2.1.4 Provide application testing support including: developing testing plans; performing tests on Commercial-Off-The-Shelf (COTS) tools for PKI-enabling applications; perform interoperability and integration testing; documenting and reporting results in accordance with (IAW) Contract Data Requirements List (CDRL) A003.
2.1.5 Provide training/awareness support by: developing training plans and activities; tracking and reporting training activities; tailoring existing course material used for training; briefing at conferences; providing training as needed to local registration authorities and end-users on-site at Contractor provided facility and at world-wide locations.
2.1.6 Provide assistance in supporting SPO operations: take meeting minutes (CDRL A004); draft memos, briefings and reports; files paperwork; answer telephone calls; processing travel plans; schedule meetings and video teleconferences as required; and any additional administrative tasks deemed necessary to support all PKI team members.
2.1.7 Provide centralized configuration management: support SPO operations; track changes to DoD implementation; track changes to registration software and hardware; track changes to directory software and hardware; determine impact of changes; document and advise Air Force PKI community of changes; provide technical support for help desk.
2.1.8 Provide legacy application integration support: assist SPOs in PKI-enabling legacy systems; evaluate COTS tools; document and distribute lessons learned; develop criteria for SPOs to request funding; evaluate and recommend priorities of applications for funding; support SPO integrated product team (IPT) meetings; track DoD efforts to standardize tool kits.
2.1.9 Automated Support/Web Page Update. An automated support capability, including but not limited to web pages, will be provided and supported for the Government. Update automated support system/web pages to provide customers with ongoing problem and solution information as well as implementation status.
2.1.10 Meetings: Contractor shall participate in all meetings as required by the Government.
3.1 Security:
3.1.1 The Contractor shall conduct support tasks of this SOO IAW the security requirements stated in the contract DD Form 254. Each Contractor employee working on this task shall: (1) be a United States citizen, (2) have a final SECRET security clearance, and (3) maintain this clearance throughout the life of the contract.3.1.2 The Contractor will bring no magnetic disks, tapes, volatile memory, diagnostic tools, or other magnetic media, regardless of security classification, shall be taken into or removed from the secure area without prior written approval of the Technical Monitor, and only in strict compliance with Air Force computer security procedures established for the secure area.
3.1.3 Release of Information to the Public: Information related to this task shall not be released to the public without prior written approval of the PKI Contract Monitor. Information proposed for release will be submitted for review and approval IAW the contract DD Form 254.
3.2 Year 2000 Compliance: The Contractor shall ensure all COTS software packages that are used under this contract are Y2K compliant.
3.3 Skills and Qualifications: The Contractor shall provide the necessary full-time, on-site computer software/hardware specialists to perform the tasks required by this SOO. Contractor personnel shall have the following minimum qualifications:
3.3.1 Staff support: Ability to perform administrative support functions such as: taking meeting minutes, assisting in presentation preparation, coordinating correspondence , tracking suspenses. Minimum education requirements: high school diploma or equivalent. Administrative skills required (e.g. computer entry; note taking, phone skills, thorough knowledge of office automation tools). Estimated 2 persons needed (Ref SOO 2.1.6).3.3.2 Trainer: Formal technical training experience providing hands-on computer training to varying levels of users. Training provided will be for PKI local registration authority and issuance of user certificates. Develop/modify existing DoD PKI course material. Coordinate training schedules. Involves some travel. Provide program briefings. Experience required: Formal instructor experience and technical background required. Estimate 2 persons required. (Ref SOO 2.1.5)
3.3.3 Systems Engineer/Designer/Integrator/Tester: Education Requirement: Bachelors Degree in Computer Science or Engineering or related degree. Experience requirement: four years general experience in system-level structured analysis, design, and documentation of computer software applications; specific experience with public key infrastructure; recent specific experience in the development of test plans, execution of tests, and documentation of results; thorough knowledge of operating systems and networking; recent specific experience in NT programming is a plus; experience with legacy application integration; demonstrated ability to work alone with minimal technical supervision; travel required. Estimate 10 persons required. (Ref SOO 2.1.3)
3.3.4 Computer Specialist: Minimum education requirement: Associates in Applied Science Degree in Microcomputer Specialty or Network Administration or related field. Experience required: two years general experience in programming NT workstations and networking; trouble shooting and maintenance hardware skills. Extensive travel (international and continental US) two to three weeks a month. Must have valid US Passport. Estimate 12 persons required.
3.3.5 Trusted Agent Support: Performs administrative support functions; verifies user identification, maintains chain of trust, ensures proper documentation is coordinated and filed appropriately. Extensive travel (international and continental US) two to three weeks a month. Must have valid US passport. Minimum education requirements: high school diploma or equivalent. Estimate 36 persons required.
3.4 Government-Furnished Equipment, Software, and Services: The Contractor shall take necessary steps to ensure that government furnished equipment and services are protected from physical theft or damage and are only used in an official capacity. Additionally, all GFE will be returned to the Government upon completion of contract. The Air Force will furnish each Contractor employee access to the following equipment, software and services:
3.4.1 Intel compatible Pentiumclass laptop computer with Microsoft NT operating system, LRA software, Netscape Communicator, Microsoft Internet Explorer, and Microsoft Office application software for registration team usage.3.4.2 Internet access for registration teams at each installation site necessary to conduct mass registration.
3.4.3 Intel compatible Pentiumclass desktop computer with Microsoft NT operating system, LRA software, Netscape Communicator, Microsoft Internet Explorer, and Microsoft Office application software for training usage.
3.4.4 The Contractor shall furnish the balance of their employees office automation equipment at the Contractor site which is compatible for data interchange with the Government's usage of Microsoft Office products.
3.5 Inspection and Acceptance: The effort to be performed under these tasks may include classified work. All deliverables called out in this task for submission to ESC/DIWS shall be unclassified. Any classified material generated through the performance of theses tasks will be delivered under separate cover. The Functional Area Evaluator (FAE) or alternate will accept or reject work products.
3.6 Small and Disadvantaged Business Objectives: The contractor shall consider innovative solutions which would support ESC/DIWS objectives to meet the small disadvantaged and women-owned business goals set forth in the Information Technology Service Program (ITSP) Request For Quotation (RFQ). These goals are as a minimum, 25% of direct award contract obligations to Small Businesses. Of the minimum Small Business percentage, a minimum of 5% must go to Small Disadvantaged businesses and a minimum of 5% of obligations to Woman-Owned Businesses.
3.7 Software Usage: The Contractor shall use: Netscape server and client software, Microsoft Windows 95/98/2000/NT operating systems and office automation tools; UNIX operating systems; DoD LRA registration software; Cisco IPSec VPNs and other hardware/software VPN solutions; legacy integration middle-ware products.
3.8 Reports:
1. Provide Electronic Systems Center/Cryptologic Systems Group with monthly Manpower Report IAW Contract Data Requirements List (CDRL) A001.2. Provide Electronic Systems Center/Cryptologic Systems Group with monthly Project Status Report IAW CDRL A002.
3. Generate technical studies/reports as required by the Government IAW CDRL A003.
4. Produce meeting minutes, trip reports, and other correspondence as required by the Government IAW CDRL A004.
3.9 Travel: Contractor is authorized up to four trips per fiscal year to
San Antonio, Texas, for contract management. Written approval from the FAE
or Technical Monitor is required prior to travel.
4.1 Technical and Management Capabilities: Understanding the requirements and the Contractors technical solutions proposed.
4.2 The ability of offeror to propose a requirements solution in a way which would allow the user the option of making multiple direct order awards to Lead/Prime and/or BPA teammates so that socio-economic goals are achieved.
4.3 The ability of offeror to propose a requirements solution against identified (separate and distinct) subsets of the overall requirement, so that the user has the option of making one or more order awards to one or more BPA offerors.
4.4 Relevant Past Performance: Please include contract numbers, program names, agency/company name, and points of contact including phone and FAX numbers, for similar taskings.
4.5 Price/Cost: Estimated labor costs (number of labor hours, labor rates, and labor categories) for Basic and all option periods.
4.6 The Contractor will be able to assume workload on contract start date.
5.1 The Contractor shall limit the technical and management capabilities proposal to 40 typewritten pages (exclusive of resumes) in a 12-point font on 8.5" x 11" paper with 1" margins. Deliver one (1) printed copy plus one (1) soft copy in Microsoft Word and Excel on compact disk media.
