Subject: Amendment Two to "Coast Guard Leaky Ships" Testimony - Ugly Questions
Note: I added the following amendment to my written testimony after the Coast Guard refused to give Congress a straight answer and they started using double speak in their answers, and qualifying answers with footnotes, non-disclaimers, and using double speak instead of providing the requested information. The the Coast Guard went so far as to delay and foot drag right up to the last minute where they were sending the committee documents at 8:30 PM at night the evening before the hearing as they no doubt thought that nobody would be able to address the documents they provided on such short lead-time, and the Coast Guard could in turn claim to have provided some of the information (at the last minute).
The problem is that by the 11th, I already had figured out what the Coast Guard and Lockheed Martin was up to and issued an interim opinion, so when the report hit the copy machine on the 16th, and the Coast Guard saw it on the 17th they were in major damage control mode. They issued the last batch of documents late on the 17th, AFTER they read my written testimony/report and realized that they had been caught playing games and had better come at least partially clean.
These are extremely ugly questions, which the Coast Guard is not keen to answer, and which are politically quite embarrassing. Right after the Coast Guard found out that these questions were going to be poised they decided to announce that they were going to scrap the ships.
These questions were included in my written testimony, and neither the Coast Guard nor Lockheed Martin seems to be keen to answer them. The Inspectror General of DHS failed to ask all these questions when they initiated TWO different investigations into the matter.
The questions are not classified, and only one or two of them would require a classified document be produced, although all of the questions can be answered in an unclassified way without producing the actual classified document.

It is my professional recommendation that this Committee request that the Coast Guard immediately supply you the following EXACT information for each of the eight cutters.
The proper answer to each of these questions is either: Yes, No, or a specific date, a persons name, and so on. You should assume that you are being forced to deal with the Coast Guard leadership as a hostile witness and that they are being evasive in their direct answers. As such, you must now ask harsh questions, but questions to which they can only supply simple, yet direct answers.
I recommend that you insist that the Coast Guard provide these exact questions with exact answers and that no answer be qualified with a footnote or answered in any evasive way. I further recommend that you give the Coast Guard one request for each of the eight ships, and that they give you the answer in the form of narrative form.
You may also find it prudent to expand this query to not only include the eight 123-feet cutters, but also to include all assets in the Coast Guard inventory acquired in the past 10 years to include the National Security Cutter, and all other assets capable of C4ISR access, or with access to classified systems or networks including those which may be legacy assets, and projects that are still on the drawing board.
