The Volunteer Army Ammunition Plant has been closed since the end of the Vietnam War with only a caretaker crew on board. Over the past five or so years, ownership of the plant has been gradually transferred after environmental remediation to the City of Chattanooga and Hamilton County governments.
Already there has been some redevelopment, with the county school board relocating their headquarters there, a railcar maintenance and repair shop has opened up, and several other companies are building new facilities. The location is certified by TVA as a "megasite" for large industrial development like a car plant.
Like the Sunflower plant, the water treatment plant has been taken over by Eastside Utility District and is a backup water supply for their system.

The plant in Arden Hills, MN (New Brighton on your pages) has been shuttered since mid '70's, and is in the last stages of being transferred out of Army control and into the hands of local communities and National Guard.
The Sunflower Army Ammunition Plant in Kansas has been deactivated for 10 years. It is not in moth balls, but is being dismantled and cleaned up. The government is in the process of transferring the land to private ownership for development. The dismantling/clean-up project is roughly 40% complete. Most of the buildings are burnt due to the chemical residues left behind from the manufacturing process. The only building that will not be torn down is the water treatment plant, which will be left intact and in full working order.
The other correction is the Kansas Army Ammunition Plant. In the latest round of base closures, this facility was selected for closure. Closure should happen over the next 10 years.
