Description
-
The Government intends to solicit a Cost Plus Award Fee Design Build Construction
Contract to provide all design, engineering, and construction for a Legal
Compound at U.S. Naval Station, Guantanamo Bay,
Cuba. Most facilities will be co-located
with the existing courtroom at McCalla Field. The
work includes, but is not limited to, a secure perimeter, siting/utilities
for up to two new courthouses to include a courthouse with two large courtrooms,
communications/viewing center, CCTV feed from all courtrooms, dining facility
for up to 800 personnel, Interview facility, communications facilities and
equipment, transportation facility to service approximately 100 Government
Owned Vehicles, and housing for 800-1200 personnel.
The project also includes all associated site work and
utilities. The contractor shall provide all supervision,
equipment, materials, labor, engineering, travel, and all means necessary
to perform the services described in the
solicitation. The estimated Cost Range is between
$75,000,000 and $125,000,000, and the work must be completed by July 2007.
This aforementioned Design Build Construction work will be procured using
a best value source selection solicitation. The
solicitation is unrestricted; the North American Industry Classification
System (NAICS) is 236220 with a size standard of
$31,000,000.
This best value procurement will require both technical and cost
proposals. Award of the contract shall be made to
the responsible offeror whose proposal, conforming to the solicitation,
represents the best value to the Government, cost and technical factors
considered. The specific evaluation factors will
be included in the Request for Proposal. The Government
may award the contract without conducting discussions; therefore, the Offerors
initial proposals shall contain its best terms from a cost and technical
standpoint. The Government reserves the right to
enter into discussions if deemed necessary to obtain the best value for the
Government. The solicitation will be issued on
approximately 20 November 2006. The receipt date
of proposals will be on approximately 20 December
2006. The solicitation is available in electronic
format only. The official access to the solicitation
is via the Internet at
http://www.esol.navfac.navy.mil. Contractors are
encouraged to register for the solicitation when downloading from the NAVFAC
E-Solicitation website. Only registered contractors
will be notified by email when amendments to the solicitation are
issued. All documents will be in the Adobe Acrobat
PDF file format via the Internet. The free Acrobat
Reader, required to view the PDF files, can be downloaded from the Adobe
