The 400 MHz frequencies that are listed below for Wireless Microphones are not part of a "prompter" system, but instead simple wireless microphone systems used by the Secret Service for (often illegal) technical surveillance, and typically worn by agents, informants, and similar folks (not the President).

These systems work by transmitting a signal FROM the person wearing the device and relaying it to a remote listening post. For example, a Secret Service agent will wear a system such as this when they attend a 2600 meeting a show like Black Hat where they are trying to set up a sting on someone, or entice someone into committing a criminal act.

  notice. This announcement constitutes the only solicitation;

  be accepted. Solicitation number 00-Q-087 is issued as a Request

  three (3) 60 db min honeycomb air vents, one power entry panel
  configured with one (1) AC power plug and one (1) RJ-45 telephone

  Type N connectors and filters. The enclosure shall be constructed
  of a single piece collapsible aluminum frame and include two
  (2) transport and storage bags, along with an accessory kit

  be FOB Destination within thirty days of award to the following

ELECTRONIC EAVESDROPPING

The SE SERIES enclosures provide an anti-eavesdropping capability to the user. When the RF enclosure is fully assembled, the user is able to operate several and varied pieces of electronic information handling equipment such as PC's, FAX's, Copiers, Laptop's, Teletype's, Scanners, OCR's, modems, inside the enclosure without the threat of compromising emanations from such equipment escaping to the outside where it can then be intercepted and read by surveillance gear. Each one of the above mentioned pieces of equipment emanate RF signals during operation. This means that whatever type of information that is stored, processed, transmitted, or manipulated within this equipment actually escapes into the air around itself in the form of RF signals which can be intercepted by an RF monitor. Electronic eavesdropping occurs routinely in the industrial, corporate, military, and government communities. The motive for this activity is nearly always to obtain proprietary information concerning national security issues, corporate trade secrets, marketing information, client/customer details, and any other valuable information that would give the perpetrator an advantage over the victim. The SE-2 Series RF Shielded Enclosures have been purchased by members of both the US and Foreign Government Intelligence communities along with the Foreign Corporate community. Typical applications include:

  • Portable RF shielding security for laptops, PCs and all other types of office information equipment during operation within the corporate environment. Attenuates emanating signals from equipment thereby creating a "secure area" for executives and staff during normal business operations or during special high level meetings ie., (contract negotiations, product design and development, strategic planning, interviews, etc.).

  • RF shielding of communication and information processing equipment during covert operations. Provides an "electronic-blind" for police and military personnel during sting or battlefield missions.

  • Shielding for isolating sensitive industrial equipment from unwanted outside electrical interference.

  • Use by RFI test teams to isolate equipment under test from ambient electronic emissions. (For example, Cellular telephone companies require testing of equipment in the field at or near cellular equipment hubs where there are large concentrations of RF signal noise.

  • Use within health treatment facilities (hospitals and clinics) to isolate medical equipment with high susceptibility to RF interference from cell phones and other wireless communications devices. Reduces the risks involved with signal interference and critical monitoring equipment such as heart fibulators, monitors and more personal equipment such as pace makers.

Unique Solution To Safeguarding Information In The Field

Washington, DC -- in today's world, corporate espionage has become a fact of business life. As important as research and development ideas are to a company, they are even more valuable to its competitor.

As the annual conference of the American Society for Industrial Security (ASIS) held recently in Washington, D.C., Monsanto Company's booth included an informational display about a unique, portable solution to the problem of electronic surveillance.

Made with Monsanto's Flectron metallized fabric, the lightweight, portable shielding enclosure is a development of BEMA, Inc. a Virginia company specializing in portable shielding enclosures. The patented SE-2 enclosure is effective against electric and plane wave fields. This fabric-based structure offers significant advantages over shielding structures presently in use which are expensive, difficult to assemble and disassemble, heavy and awkward to transport. In addition, currently available structures only provide 15 to 45 decibels of shielding in electric and plane wave fields.

Testing has shown the model SE-2 enclosure to provide effective shielding (>55 decibels) from electric fields and plane waves, making it extremely effective at blocking electronic eavesdropping.

Isolating equipment in shielded enclosures prevents unwanted interference or electronic communication between individual pieces of equipment and eliminates radiation of classified or covert information. Currently available shielded enclosures which are effective against electric, magnetic and plane wave fields are expensive, permanent structures made of bonded layers of metal. In addition, the lack of mobility and expense of such a shielded enclosure makes it impractical for use in active mobile military and covert environments.

The BEMA SE-2 enclosure can be carried in two lightweight bags. With a combined weight of only 125 pounds, both bags are easily carried by one person.

The BEMA-designed enclosure can also be assembled by one operator. The fully-assembled enclosure is 6 feet wide by 6 feet long by 7 feet high.

Isolation testing of the enclosure was performed by Bendix Field Engineering Company of Columbia, Maryland, to MIL-STD-285 and NSA specification 65-6 methodology.

Monsanto's Flectron metallized fabrics are made by depositing metal onto fabric substrates to provide the qualities of metal plus the unique performance characteristics of the fabrics involved.

  not be issued. Solicitation USSS-990034 is issued as a Request
  for Proposal (RFP). The solicitation document and incorporated
  provisions and clauses are those in effect through Federal
  Acquisition Circular 97-08. This action is an unrestricted
  procurement. The Standard Industrial Classification (SIC) is
  3482; the size standard is 1,000 employees. The U.S. Secret
  Service has a requirement to purchase one million (1,000,000)
  rounds of .357 caliber SIG, 125 grain, Jacketed Hollow Point
  (JHP), Nickel cased ammunition. The round velocity will be
  1350 fps (+/- 50 fps). The chamber pressure shall read 35,200
  psi (+/- 1,500 psi.) Ammunition will be a bonded bullet which
  expands to at least .60 inches in diameter when fired into
  a (20% mixture) gelatin block at 15 feet out of a Sig Sauer
  P229 pistol. An initial sample testing lot of 2,000 will be
  provided with the proposal. This quantity is expendable and
  does not count within the overall production quantity of one
  million (1,000,000) rounds under this contract. Delivery shall
  be within one hundred twenty (120) days of contract award with
  partial deliveries initiated as soon as possible. Offerors
  desiring confirmation of the technical acceptability of their
  ammunition previously submitted for sample testing under solicitation
  USSS990012 must submit a written request to the Contracting
  Officer at least five working days prior to the due date for
  proposals under this solicitation USSS-990034. Rounds not previously
  tested and found technically acceptable shall be tested for
  pressure, velocity and accuracy as follows: Pressure- The pressure
  test will be performed utilizing a Universal receiver, a SAAMI
  specified test barrel, and a PCB peizoelectric conformal transducer.
  Five (5) strings of ten (10) shots will be fired. The corrected
  pressures (psi) and velocity (fps) figures are averaged from
  5 strings of 10 shots fired. Measurements will be taken utilizing
  the Oehler System 82 data acquisition system. Chamber pressure
  shall read 35,200 pounds per square inch (+/- 1,500 psi.) Velocity-
  The velocity test will be performed utilizing a Universal receiver,
  a SAAMI specified test barrel, and an Oehler chronograph. The
  nominal mean velocity at fifteen (15) feet from the barrel
  shall be 1,350 feet per second (+/- 50 fps). Accuracy Specifications
  - Accuracy shall not exceed an extreme spread of 3.0 inches
  at 50 yards, when fired through a S.A.A.M.I. specified accuracy
  barrel, measured from the center of the two extreme bullet
  holes. Delivery and acceptance shall be FOB destination (all
  freight included in delivered price) to the U.S. Secret Service,
  JJRTC, 9200 Powder Mill Road, R-2, Laurel, MD 20708, Attn:
  Michael G. Belasco. The following FAR provisions are applicable

DESC: The U. S. Secret Service intends to negotiate, on a sole
  source basis, with Salco Industries, 263 Field End Rd, Sarasota,
  FL 34240, for one Security System consisting of one 16 zone
  receiver processor with individual reset capability, eight
  indoor transmitters, one transmitter holder, tools & accessory
  case, six single channel transceivers for microwave sensors.
  The transmitters must have programmable channels and addresses
  to customize there particular application. The range of the
  transmitters must be up to five miles from the receiver. The
  receiver must be custom designed to not only receive signals
  from the transmitters, but to process alarm indications from
  the remote devices connected to the transmitters. The receiver
  must be able to detect normally open/closed devices, low battery
  condition, access and secure various alarm points with illuminated
  indications of each secure/alarm/access state. The receiver
  must contain RF signal strength meters. The receivers must
  be able to be programmed to various channels and addresses.
  In addition, the receiver must have RS-232 outputs of each
  alarm signal that will communicate with industry standard CCTV
  switchers. The receiver must operate on 115 vac and have battery
  backup power. The transmitters must operate on both 9vdc batteries
  and 12 vdc hard wired power. The entire receiver kit must be
  installed in a Hallibruton style weather/water proof case.
  All transmitters shall be mounted in sealed units not exceeding
  4 inches x 6 inches x 2 inches (excluding antenna). ITEM NO.
  0001 - Security System. Delivery: February 15, 2001. F.O.B.
  Destination. Inspection and acceptance shall be at destination.
