Dear Mr. Payne and Ms. Mitchell,

An in camera ex parte Declaration by Defendant has been ordered to be presented
to me in the case above. Defendant has informed me that it is prepared to present
the Declaration to me at my earliest convenience. However, I shall await decision
on the appeals before the Tenth circuit prior to setting a date for presentment of the
classified Declaration or before taking any further action in this case.

As requested by Ms. Mitchell in her letter of June 26, 1998, she will be given at
least ten (10) days' notice before date set for in camera review.
