Depending on the particular network configuration it can be a very large area. More accurate informations are obtained from the measurement reports. The MS/OMC measures and reports the BSC the fieldstrength of its serving cell (BSIC) and the 6 strongest neighbuouring cells. From these the MS can be pretty well located with a planning or a measurement tool. It can not be avoided with not making or receiving calls - the measurements done during PLU provide adequate data. Besides, the operator trace on individual IMSIs and record every event.
