2 June 2005 Updated.
28 May 2005
The Defense Department features two main announcements about military personnel: deaths of service members and promotions of senior officers -- generals and admirals (flag officers). This compares the two during the Iraq War.
Generals and admirals are nominated by the President for approval by the Senate. Officers below general and admiral down to the rank of major are also nominated to the Senate but are not featured by DoD. A sample executive nomination list from May 9, 2005:
http://cryptome.org/senate-050905.htm
The only month when no promotions were announced was in November 2004 when the highest monthly number of military deaths occurred -- 140.
The highest monthly number of promotions occurred in April 2005 -- 114, and the largest number in a day on April 1, 2005 -- 37.
Only 12 of 790 of the promotions listed below involve positions described as related the Iraq War. No combat death during the Iraq War of a US general or flag officer has been reported by DoD. Highest ranking officers killed have been Lt. Colonels.
Admiral Gary Roughead was promoted three times during the period -- 1, 2, 3 -- at first promotion he was the Pentagon's legislative liaison to Congress.
Col. Gale Pollock was leap-frogged to major general,
"In accordance with provisions of Title 10, U.S.C., section 3069(b), an officer selected to serve as the chief, Army Nurse Corps, who holds a regular grade lower than major general, will be appointed to the regular grade of major general."
Col. Michael B. Cates was singularly asterisked:
"The assignment of Cates should not be construed as the Senate's consent of his promotion nomination, and there will be no action to frock or promote him until Senate confirmation."
