What is most disturbing about this list of COMSEC documents is how few of these documents are available to the public for use in protecting communication and privacy, and in turn, democracy. Although funded by the public, far too few are available for public use against the increasing onslaught of commercial and governmental spying and violation of privacy.
In 1999 NSA released under FOIA a few documents to Cryptome relating to TEMPEST, with many redacted. The argument Crytome made for release then was that the public needed to know more how to protect itself from TEMPEST attacks, then little-known outside government communications as a threat. A similar argument can be made for the release of many more of the restricted COMSEC documents listed here; there is a greater need now than in 1999 due to the tremendous worldwide growth of technologies and businesses to support personal, commercial and governmental spying. Protection of national security should include maximum release of information to protect the public against sophisticated techological threats which underly these "national security issuances."
CNSS should consider releasing the FOUO documents for a start, and FOIA requests should free more for publication.
