2002 – CIA University is created to equip all CIA officers with the shared values, commitment to mission, knowledge, and excellence in intelligence tradecraft and leadership needed to accomplish the extraordinary tasks in their service to our nation. CIAU links together all existing CIA training programs, such as the DI Sherman Kent School, into CIA's first corporate university, and creates new CIA-wide schools to provide integrated training for all CIA officers in Agency mission and tradecraft knowledge, leadership, and foreign languages.

Jack Welch became Deputy Director for Intelligence (DDI) after long service at General Electric. ... Welch felt that training managers to be more effective was of utmost importance. He was surprised that managers in the public sector tended to be subject matter experts who seldom trained in management skills, unlike managers in the private sector, who spend years studying how to become effective managers. Welch brought in many outside experts (particularly from GE) to CIA University (CIAU) and created the Executive Development Course for managers with the highest potential, the Business Management Course for midlevel managers, and the Management Development Course for fast-trackers early in their DI careers. As he did at Crotonville—the GE management development center near Ossining, New York—Welch taught once or twice a month at CIAU for up to four hours at a time. He once commented that although he did this to teach, he often learned as much as he offered. He envisioned having many of his top leaders teach there as well.

In Northern Virginia, the Central Intelligence Agency runs a training college offering courses aimed at preparing operatives — mostly mid-career and senior staffers — to fight the war on terror. Unlike traditional colleges, the CIA university offers classes lasting no longer than two weeks. Courses include instruction on dirty bombs, money laundering and writing daily presidential briefings.

Google Earth historical imagery shows the northern building was constructed in 2006-07 and the southern building in 2008-10. In addition to spy educational research, training, laboratories, publication, propaganda and out-sourcing functions, the structures house spy contractors, some of them ex-spies. An increasingly common e-mail address is ciau.gov.

The two are publicly indentified only as Discovery 1 and Discovery 2 owned by the Peterson Companies and designed by architects "Wisnewski Blair & Associates, Ltd (WBA), which became a wholly owned subsidiary of Hammel, Green and Abrahamson, Inc. (HGA) in January 2011, ... officially changing its name to HGA Mid-Atlantic, Inc." Peterson and these architects have constructed a number of classified facilities in the DC area.
