A number of articles have described this document, though not shown it. Based on these descriptions, it is possible to reconstruct pieces. From the articles, we should know approximately what the column headers are, and a few details about the countries. This is a 12 page document, presumably it lists most of the world's countries, quite a few organizations, as well as the Usual Suspects groups like Al Qaeda, Islamic Jihad, and maybe even Anonymous. Only the barest fraction has been described so far.

My table shows what is known thus far about the document.

I have included quotes from the various news sources in as separate supporting document. So far I've only found references in Der Spiegel.

Also, just in case anyone is thinking of firing up the Black Helicopters; I know nothing besides what has been reported in the news.
