Additional information about the document's structure: ultimately from document
in the New York Times, dividing the priorities into three bands, "A", "B"
and "C". the latest from der Spiegel lists some "tier 1" priorities.
New Columns: the tier 1 priorities in the latest der Spiegel.
New Countries: the latest Der Spiegel mentioned a whole host of "uninteresting"
and "marginally interesting" countries. The Vatican is apparently completely
uninteresting.
Italy details: The source of these is "Panorama" and their sourcing is unclear.
