DESC: This is a combined synopsis/solicitation notice for Commercial
  Consulting Services for the development of an Oral History
  Program for the National Imagery & Mapping Agency (NIMA). The
  North American Industry Classification System Code assigned
  is 541820 with a size standard of $5,000,000. This notice has
  been prepared in accordance with the format in the Federal
  Acquisition Regulation (FAR), Subpart 12.6, as supplemented
  with additional information included in this notice. This announcement
  constitutes the only solicitation; proposals are being requested
  and a written solicitation will not be issued. Provisions and
  clauses are those in effect through Federal Acquisition Circular
  97-25. All clauses and provisions should be read and reviewed
  carefully, as they provide submission instructions and/or contain
  fill-ins. FAR 52.212-1, Instructions to Offerors-Commercial
  Items; FAR 52.212-2, Evaluation-Commercial Items (Evaluation
  Factors - Proposals will be evaluated based on the factors
  identified below in the order of relative importance: (a) Technical
  [Past Performance will be evaluated as part of Technical] &
  (b) Price); FAR 52.212-3 Offeror Representations and Certifications-Commercial
  Items (Offerors are advised to include a completed copy of
  this provision with their offer); FAR 52.212-4, Contract Terms
  and Conditions-Commercial Items; FAR 52.212-5, Contract Terms
  and Conditions Required to Implement Statutes or Executive
  Orders-Commercial Items (appropriate clauses will be checked
  at the time of award); 52.239-1, Privacy or Security Safeguards;
  252.212-7001, Contract Terms and Conditions Required to Implement
  Statutes or Executive Orders Applicable to Defense Acquisitions
  of Commercial Items (appropriate clauses will be checked at
  the time of award); 5X52.227-9000, Unauthorized Use of NIMA
  Name, Seal & Initials; 252.204-7000, Disclosure of Information,
  and FAR 52.232-33 Payment by Electronic Funds Transfer--Central
  Contractor Registration. In order to receive an award, the
  contractor must be registered with the Central Contractor Registration
  (CCR) Database as prescribed in DFARS 252.204-7004. The CCR
  Database can be obtained by accessing the Internet or calling
  1-888-227-423. Additionally, a Key Personnel clause will be
  included with this order.   The project will have high visibility
  involving the history of NIMA, therefore requiring the highest
  professional historical astandards. The Contractor shall conduct
  interviews and oral history workshops; provide professional
  advice and consulting services; and provide transcripts of
  the interviews. The Contractor should be prepared to have all
  drafts and transcripts reviewed by NIMA's Chief Historian Manager
  and other members of NIMA as appropriate; and revise them in
  accordance with the instructions and schedules of NIMA's Chief
  Historian. The Contractor shall provide transcripts.   ITEM
  0001 Consultant Services; APPROX. 100 Hours;   The Contractor
  shall provide Consultant Services for the development of an
  Oral History Program for numerous topics; establish record-keeping
  procedures and forms; define criteria for selecting volunteer
  interviewers; identify roles for other volunteers; select recording
  equipment for interviewers; develop a style guide for transcriber(s);
  identify and select transcriber(s); draft letters to prospective
  interviewees, and develop topics for career oral history interviews.
    ITEM 0002 Interviews; QTY. 6;  The Contractor shall conduct
  six Oral History Interviews, each consisting of five 2-hour
  sessions. The interview shall include research in the preparation
  for the interview, initial meeting and setting-up the interview,
  any local travel that may be required, establishing a master
  index of proper names, preparing word lists, delivering all
  tapes to the NIMA Chief Historian, reviewing and auditing-editing
  of the transcripts. At the discretion of the interviewee, interviews
  may be conducted at the Unclassified or Secret Level.   ITEM
  0003 Transcription; QTY. 60 Tape Hours;  The Contractor shall
  transcribe each interview as described in  Item 0002, in accordance
  with the University of Chicago Style Manual. Each Transcript
  shall include an index of proper names and be double-spaced
  and formatted for 8.5 x 11 paper. The Contractor shall deliver
  an electronic copy in MS Word 97 or later version as well as
  a paper copy, of which both shall be reviewed and approved
  by the NIMA Chief Historian.   ITEM 0004 Workshops; QTY.
  2;   The Contractor shall provide two Oral History Workshops
  and each one shall be 2-days long. The Contractor shall coordinate
  each workshop with NIMA's Chief Historian. Each workshop shall
  be designed to train a maximum of 15 individuals as Oral History
  Interviewers. For each workshop, the Contractor shall prepare
  and provide the reproduction of the materials and the presentation
  of the workshops. Each workshop shall be reviewed and evaluated
  by NIMA's Chief Historian. Each workshop shall be conducted
  in the Washington area. Each workshop shall be completed within
  6 months of the date of award.   Period of Performance shall
  be for 12 months from the date of award. This requirement
  will be awarded to one vendor; there will be no split awards.
  At the time of award, the potential offeror must be eligible
  for a "Secret Level" clearance. All responses to this solicitation
  shall include a resume and are due on 20 September 2001,3:00
