This shows the main CIA campus from 1988-2008 with zoom of headquarters buildings. Day of week of the photos provided with percentage of parking facilities in use on those days.

The table shows that attendance of personnel at headquarters have been consistently full-bore since the drone program was initiated, although the drone program is likely only a portion of a more extensive initiative.

Otherwise, for an agency supposedly in the forefront of the GWOT 24 x7 x 365 the workforce appears to follow a standard corporate model, even with its erratic attendance. The skimpy workforce on some days is awkward, as if there was no crisis worth paying attention to, or if there is, to just sit on the dots until Monday. Could be the sleazy corporate model includes arranging work for maximum overtime pay to bloat the budget demand.

Jaded sat spotters will understand that the parked vehicles may include fakes, and empty lots don't tell the whole story -- sats lie by design and photo doctoring was ancient tradecraft long before the sat operators and Google were hired to dissimulate. Since some of the very low percentage of parking use occurs on what would be a normal non-holiday work day, the dates of the photos may not fully correlate with dates, or the shots were taken outside 9-5 work hours, or the photos are disinfo.

The sat shot on September 12, 2001, can be compared to shots of World Trade Center and the Pentagon on that day (below).

The new National Counterterrorism Center (NCTC) building was opened in 2006 and likely impacted personnel parking at CIA headquarters, probably double-upped to oversee the competitive watchlisters. Opening of the ODNI and then its headquarters next to the NCTC probably added another layer or two of clerks and supervisors and paranoid overseers about the time the drones were invented to keep CIA in the daring frontlines of personnel surge if only via celebrated safe-at-home killers.
