In addition to the DPRK, 820 2nd Avenue, branded "Diplomat Centre," houses about a dozen missions to the UN, among them those of Nicaragua (8th Floor), Nepal (Suite 17B), Croatia (19th Floor), Peru (Suite 1600) and Nauru (Suite 400D), some apparently occupying full floors, like the DPRK, others in half-floors and smaller suites. See: http://www.embassyworld.com/embassy/un.htm
During Cryptome's visit on July 8, there was a police vehicle in front of the building which left shortly. No evidence of worry about a nuclear threat being plotted for or against on Floor 13.
Access to the Diplomat Centre lobby was unlimited with a courteous security guard who did not recognize the name of the DPRK but offered a booklet on UN missions to confirm the DPRK address. Across the avenue an angry hard-nut Asian wielding a cellphone like a samarai sword looked as if he wanted to lop the head off the goofus photographing and videotaping Floor 13.
Around the neighborhood, there was fiercely casual security at the UN and high-profile missions: a NYPD cop protecting the UN was giggling on a cellphone, slouched feet up in a hut. The new building for the US mission is under construction, foundation and cellar nearing completion. Eyeing the foundation work and cellar revealed the secret location and design for the situation room to keep high-profit armageddon at the top of the UN menu for down-market peace forever.
