Washington, DC, Apr. 4 (UPI) -- Buried in the emergency supplemental appropriation bill the Senate is to take up this week is a quarter of a billion dollars to build a headquarters for the nation's new intelligence chief, but a turf row is brewing over where the new building should be. No decision has been taken about the location of the headquarters, officials said, and John Negroponte, tapped by the president to fill the new post, will begin work at offices in the White House compound. "I think that they have got temporary offices both in the (Eisenhower Executive Office Building) and here on the compound," the president's homeland security adviser Fran Townsend told reporters last week. An official involved in intelligence community management told United Press International that a transition team of more than 20 staff members had begun work in the temporary offices. Townsend said that the longer term location would be a matter for Negroponte, once he is confirmed.
Former CIA Director George Tenet reportedly had offices in the Eisenhower (Old) Executive Office Building, but it is likely DNI Negroponte is temporarily located in the New Executive Office Building, 725 17th Street, NW, where he and Hayden were sworn in (the Office of Management and Budget and Office of Science and Technology Policy are notable Executive Office of the President (eop.gov) tenants). The red-brick structure, designed by the architect John Carl Warnecke, and restored historic buildings, were a project promoted by Jacqueline Kennedy. Security is fairly substantial around the complex but not bristling like the White House, CIA HQ and DC-bountiful military sites.

Where's Professor Martel when I need him?
That's what I thought when I showed up for my first day at the Office of Management and Budget (OMB) here in Washington a week ago. I enjoyed his class on policy analysis at Fletcher, but now as an intern in OMB's national security division, I wish I'd paid a little more attention. This office reviews the budget and program requests for the Department of Defense and other national security related agencies of the U.S. government, and I was pleasantly surprised to find that the work isn't just crunching numbers (although I'm learning more about Excel than I ever did), but also looking at the policy value of programs and initiatives.
I work in the New Executive Office Building a block away from the White House, and the high security measures in place everywhere here make me look forward to getting back to the (relatively) easy and open life at Fletcher. For example, my security badge only gets me into my own building--so whenever I need to go to a meeting anywhere else, such as in the Old Executive Office Building, I need to get cleared in ahead of time and you're never quite sure whether you'll get where you need to go.
The main office of the DNI appears to be located at Bolling AFB, DC, where Hayden lives.
