Statement to Employees by Director of the Central Intelligence Agency Leon E. Panetta

February 13, 2009

With great pride and honor, I took the oath of office today to become Director of the Central Intelligence Agency. Pride because it gives me another opportunity to serve the nation. Honor because I will lead a great organization that is on the front line of preserving our national security.

At its best, intelligence gives our government the clearest possible picture of the world as it is. At its heart, intelligence is the solid base on which our country acts to build the world as it should be. It is a profession of risk, of courage, and of integrity. It is a calling for the dedicated, those who find reward not in public acclaim, but in silent duty.

CIA holds a special place in American intelligence. Free of policy bias, it reports, analyzes, and informs. Its officers tackle the toughest national security problems. With unique authorities and capabilities, it acts boldly to change threats overseas into opportunities. It has a proud tradition of skill, bravery, and technical innovation. I will uphold our Agency’s commitment to stand by the law and the Constitution, to build trust with the Congress through vigorous oversight, and to promote effective partnerships inside and outside the Intelligence Community.

Senate confirmation of Leon Panetta as CIA Director is excellent news for the country and for the Intelligence Community.

Leon is an accomplished public servant who brings experience, leadership  and management skills to his new responsibilities. He and I have worked closely since being nominated together in early January. Leon will bring the CIA's talent and extensive contributions to the Intelligence Community to their full potential. I welcome him to the team and look forward to his support and contributions in the months and years to come.

The Director has a corner office suite with private dining room, a kitchen (note ventilation ducts) and perhaps nearby burn room (note incinerator exhaust flue). A private elevator lofts the master spy from basement parking avoiding contact with underlings. Plasma screens entertain with movie-grade close-up UAV killing shots at faraway threats, so it is whispered to even allow Obama a feed to the Situation Room once he passes a polygraph.

Panetta will likely have an office in the Eisenhower Executive Office Building adjoining the White House, following the example of George Tenet who hated the outlying pickle factory. His wife is expected to stay in California to manage the Panetta Foundation. Panetta will rig a bachelor pad near the center of power to go around DNI Blair, say, one of the CIA apartments in the Watergate Complex not far from the original OSS-CIA headquarters at 2430 E Street NW still in use by the spooks poisoning State diplomacy.
