This letter supplements instructions for the handling and safeguarding of CMS material contained in the references. 2. As a person who is in a position to become a recipient of CMS material, you will familiarize yourself with the applicable provisions of the references and this letter. 3. General a. Normally, only those publications, devices, and equipment which are either actually in use or which must be readily avail- able, should be drawn from the CMS Custodian (ARAB). b. Regularly superseded CMS material will be drawn on the last working day preceding its effective date unless other arrangements have been made with the CMS Custodian. Superseded material will be returned to the CMS Custodian no later than the first working day of each month. c. Per requirements established by reference (a), all keying material marked crypto must be destroyed within 12 hours of supersession. When a user is not operational over a weekend or holiday period, the destruction period may be extended up to a maximum of 72 hours. Destruction of all keying material will be conducted by two properly cleared people. Effective keying material used during a normal workday may not be extended beyond the 12 hours unless approved by the controlling authority. As a responsible user, you will destroy specifically designated accountable legends 1 and 3 material within 12 hours after termination of the effective cryptographic period. Destruction shall be in accordance with reference (a) par. 540E. Placement of superseded keying material in a burn bag does not constitute destruction. Complete destruction is defined as destruction by burning, shredding or other authorized means to make reproduction ENCLOSURE (2) 1 MCO 2670.1 Ch 1 24 Mar 94 impossible. A local destruction report will be submitted to the CMS custodian in accordance with 784H of reference (a). This report shall be submitted no later than the second day of each month following the effective cryptographic period. d. All personnel having access to COMSEC keying material and cryptographic maintenance manuals will be formally authorized by the commanding officer. e. You must be familiar with all publications held and know all specific or unusual handling instructions. 4. Special Instructions a. The storage facilities for CMS material shall provide the maximum protection from theft, compromise, loss, damage or deterioration. Proper protection will be provided against unauthorized access (by those without proper clearance or a "need-to-know"). Containers for storage of classified keying material shall provide two person integrity (TPI) protection to prevent any individual from obtaining lone access. b. A running inventory will be maintained for strict control of CMS material. c. All publications shall be placed in their proper storage space when not actually in use. d. Combinations of containers used to store cryptographic material shall be changed at least once every 6 months, or whenever a person having knowledge of the combination is transferred. Information concerning the data of the last combination change, and instructions pertaining to the procedures to be followed if the safe is found opened, should be posted on each safe. Safe combinations for COMSEC material will be forwarded to the Marine Corps Command Center for storage. e. CMS material will not be removed from the Military District of Washington without the permission of the Responsible Officer. f. CMS material including publications, devices, equipment or parts thereof, may not be destroyed unless specifically authorized by the CMS custodian. g. Extracts may not be made from CMS material without permission of the CMS custodian. ENCLOSURE (2) 2 MCO 2670.1 Ch 1 24 Mar 94 h. Any known or suspected compromise must be reported immediately to the CMS custodian. i. CMS material must be stored separately from other material, regardless of classification. In addition, effective, superseded, and reserve onboard material must be separated from each other. Accessibility, security, and emergency action must also be considered when separating this material. j. Strict accountability and control of all CMS material assigned to the watch or duty section must be maintained. A watch-to-watch inventory must be conducted each time the watch changes, or, each time the watch is assumed. The oncoming watch supervisor must inventory all keying material, cribs, publications, and COMSEC equipment held. k. Changes, corrections, or amendments to publications and modifications to equipment must be made as follows: (1) All modifications to equipment must be made by qualified technicians immediately and the residue returned to the CMS custodian. (2) All changes, corrections, and amendments must be made immediately and all residue and superseded pages must be returned to the CMS custodian for destruction. The record of change in each publication must be properly completed with the change, correction or amendment entered, along with the date and the signature of the two people who entered the change. In addition, two page checks will be made; one by the responsible user or an alternate, and one by the person who entered the change. Written notice of the change entered and verification that the page checks were completed will be submitted to the CMS custodian along with the change residue. l. The key cards should remain in the plastic wrapper until they are needed. After initial opening, the remainder of the wrapper should not be removed from the key cards until they have been superseded. m. Page checks to "Qkits" are required whenever the "Qkit" is opened, or at least monthly. Qkits without locks will be page checked daily. n. A complete inventory will be conducted upon the occasion of your relief from duty as the responsible user. This inventory will be coordinated with the CMS custodian. You will be required to conduct an inventory of all CMS material semiannually. 5. Purpose. To ensure the proper distribution, control, security, and accountability of communications security material used throughout Headquarters Marine Corps, and to provide cryptographic security for national security related information. 2. Cancellation. MCO 2670.l. 3. Information a. The communications security material system (CMS) is designed to ensure that certain categories of highly sensitive classified information and equipment are protected by providing strict accountability throughout their existence. b. CMS-distributed material is any publication or piece of equipment that is accounted for within the CMS. c. Operating Principles of CMS. The operating principles of CMS are based on the following safeguards: (1) A continuous chain of custody receipts by use of transfer reports and local custody documents. (2) Positive accounting records, such as periodic inventory reports, destruction records, transfer reports, and local custody records. MCO 2670.1A (3) The requirements for the immediate reporting of COMSEC material insecurities and practices dangerous to security. 4. Definitions a. CMS Custodian. A designated individual who is responsible to the Commandant of the Marine Corps for all COMSEC publications and equipment and the proper maintenance of all applicable records. b. CMS User. A properly cleared and authorized individual whose duties require COMSEC material in order to accomplish an assigned duty. c. Responsibilities. CMS users, whether they personally sign for COMSEC material on local custody or whether they use COMSEC material signed for by someone else (e.g., a watch supervisor), are responsible for the proper security, control, accountability, and disposition/destruction of the material. A CMS user must, therefore, comply with applicable security, control, and internal accountability procedures outlined in reference (a), CMS instructions published by the command and higher authority, and other related CMS administrative and procedural publications. CMS users must also comply with CMS technical and managerial guidance and instructions issued by the CMS account custodian (or local holder custodian, if applicable). CMS users may not receive COMSEC material from more than one CMS account or local holder account. d. Relationships. CMS account commands may issue COMSEC material to properly cleared and authorized user personnel who have a need-to-know from within or outside the CMS account command. When a user relationship exists between a CMS account command and a command or unit not under the jurisdiction of the Commanding Officer of the CMS account command, a letter of agreement is required in accordance with article 445 of reference (a). In the letter of agreement, the user command must agree to abide by and adhere to the policy and procedures in CMS 1, CMS 6, and CMS 5, and in the CMS instruction issued by the CMS account command concerning proper security, control, accountability, and destruction of the COMSEC material held by the user command. e. Issuing COMSEC Material to Users. All COMSEC material issued to CMS users must be issued on local custody, using a CMS 17 card or a local SF 153 transfer report. Article 769 of reference (a) outlines the signature requirements for material issued on local custody documents. 2 MCO 2670.1A f. CMS Responsible Officer. A flag or general officer in command status, or any officer occupying the billet of a flag or general officer with command status may either assume personal responsibility for routine CMS matters or may designate a senior staff officer to be responsible for routine CMS matters. Commanders not meeting the above requirement may not designate a CMS Responsible Officer. g. Duties and Responsibilities of a CMS Witness. The CMS witness is required to be familiar with the applicable procedures contained in reference (a) and in related administrative publications, as well as in command directives. An individual who witnesses a CMS inventory or destruction or any other CMS report or local CMS record is equally responsible for the following: (1) The accuracy of the information listed on the report or record. (2) The physical sighting of all material inventoried or, if applicable, the appropriate local custody issue records when sighting a CMS 16-1 or SF 153 inventory report. (3) The physical sighting of all material to be destroyed and the actual destruction of the material. If witnessing a CMS 2-1 or SF 153 destruction report, the witness is responsible for also verifying any local destruction records used to document entries on the CMS 2-1 or SF 153. (4) The timeliness and validity of the report or record. 5. Dissemination of Information a. The dissemination of information from COMSEC publication(s) shall be limited to those persons whose official duties require access to this information. b. COMSEC material will be issued only to personnel who have been granted receipting authority by CMC or his Responsible Officer (RO). Requests for access are to be submitted by user letter as shown in enclosure (1). This list of authorized personnel will be kept current by the CMS user and on file with the CMS custodian. c. It is the duty of all persons having knowledge of any possible discrepancies, loss, compromise, or unauthorized viewing of COMSEC publication(s) or equipment to report such knowledge to the CMS custodian immediately. 3 MCO 2670.1A 6. Custodian/Alternate Custodian Responsibilities a. The CMS custodian or alternate custodian(s) is respon- sible to the Responsible Officer, Director of Administration and Resource Management (DirAR) for the proper management of Headquarters Marine Corps COMSEC material and is that RO's primary advisor concerning the physical security and handling of COMSEC material, including records and reports. b. Specific Duties (1) To provide the Commandant of the Marine Corps and heads of staff agencies with general information about new or revised CMS policies and procedures, and their affect on Headquarters Marine Corps. (2) To keep the alternate CMS custodian(s), or, in the case of the local holder custodian, the alternate local custodian(s), informed of the status of the account so they are, at all times, fully capable of assuming the CMS custodian's or local holder custodian's duties. (3) To periodically conduct training in CMS procedures and to provide guidance to staff agency personnel who use COMSEC material. (4) To complete, maintain, and forward required records concerning COMSEC material as stipulated in this Order and the applicable references. (5) To acquire, monitor, and maintain the Headquarters Marine Corps required authorized holding of COMSEC material. (6) To maintain proper storage and adequate physical security for the COMSEC material held by the account. (7) To issue COMSEC material on local custody to authorized persons. (8) To provide written guidance to personnel to whom material is issued on local custody. The guidance must be specific information concerning the proper handling, safeguarding, and destruction/disposition of the material issued. (9) To monitor the proper inventory of COMSEC keying material held at watch stations. 4 MCO 2670.1A (10) To ensure that procedures are established to reassign the local custody responsibility for COMSEC material held by individuals permanently departing Headquarters Marine Corps and by those who are departing on extended leave or TAD (in excess of 30 days). (11) To ensure the prompt and proper entry of all amendments or modifications by qualified personnel in accordance with instructions contained in reference (a). (12) To ensure completeness of material by conducting required page checks, or by causing them to be conducted, in accordance with reference (a). (13) To comply with authorized methods and procedures for destruction of COMSEC material. (14) To maintain the CMS portion of Headquarters Marine Corps' emergency action plan. (15) To ensure prompt and accurate preparation, signa- ture, and submission of CMS correspondence, messages, and reports. (16) To conduct the required CMS inventory of COMSEC material in accordance with reference (a). 7. CMS User Responsibilities. A CMS user is responsible for the proper handling, transmission and disposition of CMS-distributed material in custody. Specific responsibilities are identified in enclosure (2). 8. Maintaining Cryptographic Devices. Cryptographic equipment must always be maintained in serviceable condition. To aid the CMS Custodian, the users of cryptographic material must advise the CMS Custodian of its condition and serviceability. To reflect the cryptographic requirements condition when returned to the CMS Custodian, a locally prepared checklist or status tag should be attached. 9. Inspections. Periodic inspections of all local holder/CMS user accounts shall be conducted by the CMS Custodian at least annually, to ensure that those accounts are in compliance with references (a) through (d), and this Order. 10. Action. Request the heads of staff agencies ensure: 5 MCO 2670.1A a.
