Inspite of negative public opinions and vigorous objection of NGOs, the ruling party rammed the bill through the National Assembly. The Electronic National ID Card(official name- Citizen Card) is IC type electronic ID card. Korean government is trying to issue this card to all citizens over 17, by 1999. people must use this card wherever it is needed such as public offices, banks, police and anywhere if it is settled all part of society. And whenever one uses this card, there remains electronic records about one's performances. A huge computer networks will be built and connected each other as well. It means various kinds of personal data get concentrated under one system managed by government. One's record of performances are able to be composed within this electronic database. So it enables mass dataveillence system and seriously threatens privacy of people. The project has been changed in some part. Driver's license, medical insurance card and national pension card are excluded on IC chip. But it is temporary we think, since the card still has IC chip(8 kbyte) same as original project. It is very easy to add other items and data to the ID card system. We believe that the IC chip and computer network is the main source of problem but they remain unchanged. We, Korean NGO Committee against Electronic National ID Card, will protest the project more fiercely. We'll proceed disobedience movement against the dangerous project. Keep your eyes on the ID card project and situation of Korea, let your collegues know about it. Your active participation is urgently needed for the privacy and human right of Korean people. Let's drive out the ghost of Big Brother on earth! -------------------------------------------------------- Protest to Korean government! The ruling party, Shin-han-kuk Dang, and some politicians of conservative Opposition party has passed related laws on ID card project on November 13 in Domestic Affair Session. It was a sudden terror to us and to the privacy of Korean people. In Korea, for a law to be passed, it must be passed in the partial session of National Assembly and be finally determined by whole conference (I don't assure whether it correct or not). Whole conference will be held on November 17. It may be difficult to stop passing of the law, though we lobby some M.P.s. If the law should be passed, we will and must begin a long, harsh struggle to the denial movement of ID card. We think it may take several years like Australia. We, Task Force against Electronic ID Card, and privacy advocates in Korea are planning demonstrations within 2,3 days and some other actions of expressing protest. We will do whatever we can. Keep your eyes on! Please inform your fellows of this crisis of privacy and help us in every way you can. It's RED ALERT of privacy in Korea. ----------------------------------------------------- Korean NGO Task Force against Electronic National ID Card ----------------------------------------------------- Homepage URL: http://kpd.sing-kr.org/idcard/ E-mail : frontist@member.sing-kr.org Phone : +82-2-855-1913 Fax : +82-2-858-1913 -------------------------------------------------------------------- Sang-Hyun Kim 501 Patrick Geddes Hall Milnes Court Lawnmarket Edinburgh EH1 2PF United Kingdom E-mail: 9705674@skye.sms.ed.ac.uk Tel: 44-131-220-1964 --------------------------------------------------------------------
