The Workshop on Education in Computer Security is intended to bring
together those interested in developing and enhancing instruction in
computer security within undergraduate and graduate computer science
programs. The Workshop's objectives are to provide a forum for
discussion of ideas and techniques in computer security education.
To date, two successful workshops have been held. In the 1997 workshop
a successful discussion of requirements for security education took
place. The 1998 workshop addressed implementation aspects of computer
security education, in particular the use of laboratory exercises to
convey important concepts.  The 1999 Workshop will continue the
exploration of practical aspects of computer security education.

There will be two themes for the 1999 workshop:
o the use of analogies to describe difficult concepts in computer
   security
o teaching use of commercial-off-the-shelf technologies to achieve
   security solutions and the challenge of using commercially available 
   products to achieve assurance objectives

It is expected that the outcome of the workshop will be a set of 
materials that will permit participants and others to enhance the
teaching of security.

As part of the workshop a tutorial is planned. It will be at least one
half day and will be on a topic which will increase our expertise in
some important area.

INSTRUCTIONS TO PROSPECTIVE PARTICIPANTS
All participants must submit one (or both) of the following:
   o  A description of an analogy found useful
      in conveying security concepts in the classroom
   o  A description of how COTS can be used effectively for 
      trustworthy security architectures. You may need to
      define trustworthy and assurance.

In addition, all participants should:
   o  Make conference center reservations
   o  Complete the workshop registration form

Educators from undergraduate and graduate programs wishing to
participate in the workshop are requested to submit a laboratory
exercise or project description used to provide instruction on a topic
in Computer or Network Security.  Descriptions should be submitted on
or before 30 November 1998.  All submissions will be organized in a
collection which will be prepared for distribution to participants at

the meeting.

Hard copy and e-mail submissions are acceptable.  E-mail submissions
should be in gziped postscript, PDF or Microsoft Word documents. The 
page size should be for U.S. pages (8.5 x 11 inches).  The body of the
submission should be in 10 point type.  Submissions should be no more
than 6 pages in length.  In all cases, please include complete contact
information for all authors.  In case of co-authored submissions,
please make clear the number of authors planning to attend.
A subset of the submissions will be selected for presentation and
discussion at the workshop.  Ample time will be reserved for working
groups.  The total number of participants will be limited to 50.

COST/LOGISTICS/ARRANGEMENTS

WECS 99 has arranged for the use of the Asilomar Conference Center for
the workshop.  Asilomar is a retreat and it is best to come prepared
with  wireless access to the Internet. The registration cost is 
comprehensive. In addition to workshop expenses your registration will 
include lodging and meals at Asilomar. Lodging covers the nights of 
January 3, 4, and 5, 1999. Covered meals are Sunday dinner through lunch 
on Wednesday.  The total registration fee is $338.85 in U.S. dollars
and will be charged to your account prior to the start of the workshop.

Asilomar is very close to the ocean. Semi-casual attire is
recommended.  Participants are advised to bring at least one warm
sweater and/or jacket, water-repellant outer wear and a pair of shoes
suitable for walking on the beach.
