     The Office of the Comptroller of the Currency yesterday released its
     approval for Digital Signature Trust Company to act as a certificate
     authority (approval was required because DSTC is a subsidiary of a
     national bank).  The approval is of particular interest to banking
     lawyers, but the description of DSTC's activities and the steps it
     will take to limit its potential liability may also be of interest to
     others.  See
