The Senate adopted two amendments on declassification offered by Sen. Daniel P. Moynihan during consideration of the intelligence authorization bill for FY 2000 on Wednesday, July 21. The first, pitifully modest in scope, is a non-binding resolution which affirms that "It is the sense of Congress that the systematic declassification of records of permanent historic value is in the public interest and that the management of classification and declassification by Executive Branch agencies requires comprehensive reform and additional resources." The second amendment would authorize an additional $1.5 million for the Information Security Oversight Office (ISOO), which oversees the operation of the classification system. Senator Robert Kerrey took to the Senate floor on July 19 for an extended commentary on secrecy in general and the classification of the intelligence budget in particular. "My own view is that the failure under law to let the public know what our [intelligence] expenditures are, and how those moneys are spent, decreases our security because, unless I am mistaken in just sensing citizens' attitudes toward our intelligence agencies, they do not have a sufficient amount of confidence that they are getting their money's worth." In a front-page story in today's New York Times (July 22), Tim Weiner writes: "Congress says in a new report that the Pentagon defied the law and the Constitution by spending hundreds of millions of dollars on military projects that lawmakers never approved, including a super-secret Air Force program."
