He is to be maintained so that his safety is taken into consideration as well as the safety of the people of the U.S. The dft. is not to be moved within the District or without the district without prior permission of this Court. 2) Tamar Birckhead and Owen Walker shall have access to the dft. at all reasonable times and dates consistent with the security of the institution and subject to the pre-existing regulations of the institution.
