Protocol of Agreement Between the representatives of political entities in the Democratic Republic of Congo recording the formation of a new political alliance

WE,

Mindful of the struggles led by the Congolese people to be rid of the tyrant, Mobutu Sese Seko, his henchmen and their tyranny imposed on and maintained against us by foreign interests after the shameful killing of our first democratically-elected Prime Minister, Patrice Emery Lumumba;

Conscious of the remaining genocidal, military activity over large areas of our country, of the economic and political difficulties confronting us as a nation, and the unlawful, de-facto annexation of parts of our country by Rwanda, Uganda and Burundi;

Concerned at the emotional and material crisis facing the Congolese at this moment in our history; Aware of the possibility of a withdrawl of the foreign invaders under international supervision as a prelude for the restoration of the territorial integrity and unfettered sovereignty of our beloved country, the Democratic Republic of Congo;

Having regard to our sharing the same political principles and values as the basis for our united effort in the National Party of Congo (CNP), namely those expressed in our CNP/PNC founding party manifesto;

Resolve to organize a founding conference in the shortest order possible to consolidate our new alliance, to formally confirm its name, adopt its principles and set its internal administrative procedures;

Declare we remain vigilant in defence of the interests of the Congolese people and pledge our use of all necessary means, including the use of force, in their resisting all oppression ranged against them, whether foreign or domestic;

Encourage our Congolese brothers and sisters to join us in our common struggle whose goal is the establishment across the nation of our programme, its enshrined values, principles of democracy and respect for human rights;

Express our intention to prepare for our collective participation in the first democratic elections since the murder of our Prime Minister, P.E. Lumumba.

We offer for general notice the content of our manifesto and what the PNC/CNP as a ruling party advances for the Democratic Republic of Congo. The manifesto will remains until amended by the PNC Plenary.

1.Introduction

The people of Congo are disillusioned with both the dictatorial excesses of one party system of government imposed upon them since 1965 after the Military coup d'etat of the late General-President, Mobutu Sese Seko; and the war of aggression and pillage prosecueted by the troika of Rwanda, Uganda and Burundi.

Led by the Congolese National Party (C.N.P.) the frustrated Congolese people would adhere to the present interim government's decision for the restoration of the multi-party political system lost in 1965.

As a result of successful campaign for change, the CNP intends becoming formally registered as a political party with the aim of winning the first free elections to be held later in Congo under a multi-party constitution with universal adult sufferage.

Mobutu's MPR regime had a political and economic program without reference to the people and caused the total collapse of the country's economy that was sound and resilient at the time of formal independence from Belgium.

The CNP remains aware that, left unchallenged, the remnants of MPR leadership and their underground allies would, if re-elected (even under a multi-party system), revert to their evil and tried ways of dictating to the Congolese people. This includes the possibility of again changing the system of government without prior consultation with the Congolese or their representatives in a freely-elected Parliament.

CNP/PNC is determined and fully committed to ensuring that basic and universally recognized human rights are enshrined in the constitution: including - the right to life, privacy of property, freedom under the rule of law, the right of personal movement in and out of the country. And with specific reference: freedom of conscience and the freedom of expression, association and worship.

The CNP believes that economic prosperity for all can be best created by free men and women through free enterprise steered by economic and social justice involving all positive forces - human, material and financial; and by liberating industry, trade and commerce with the government only creating an enabling environment and where economic growth follows as it has done in the world's successful nation states.

The CNP is, however, conscious that when it comes into power, it will inherit a totally bankrupt economy and a crippling foreign debt that nonetheless will have to be serviced until eventually either repaid or renegotiated. Worse, the CNP shall be inheriting an exhausted public treasury due mainly to the corruption of the Mobutu's MPR regime during its 32 years rule, when it squandered and stole the nation's wealth; and when it voted itself public funds to support its own political organization, neglecting all social and economic infrastructures such as roads, schools and hospitals and reduced the country to a starving, beggar-state barely surviving on international donor finance.

The CNP is, however, deeply disturbed that any recovery program based on a badly rundown economy will necessarily cause increasingly severe hardship to our people. Unfortunately we will needs take bold but painful measures in order to halt the situation of national decline and make a fresh start towards rebuilding a more reliable and sustainable infrastructure to promote national economic well-being.

Taking these realities into account, the CNP is resolved, ready and able to undertake the arduous task of bringing back dignity and respect to our country and the citizenry of Congo. This, we believe, can only be achieved by embarking on the programs contained in this manifesto.

The manifesto relates to the nature and character of the constitution, administration of the Central and Local Government, the economy as a whole with particular emphasis on agriculture and social services particularly health, education, defense, security and foreign relations.

2. POLITICAL PERSPECTIVES

(a) Human Rights

The CNP is committed to the protection of fundamental rights and freedoms for the benefit of all Congolese citizens and foreigners living legally in the Congo. The promotion of justice and equality among all the people without distinction.

The maintenance of the rule of law and the independence of the judiciary.

The CNP is committed to upholding democracy based on a multi-party system with effective checks and balances as offering the best form of government by popular consent.

We are committed to African and International co-operation for maintenance of peace and security.

The CNP is committed to extending the Bill of Rights to embrace categories such as the rights of the press and children and the rights against all forms of discrimination against women.

The CNP government will uphold the Bill of Rights with all the constitutional power at its disposal.

(b) State of Emergency

The CNP is committed to revoking the state of emergency. The Executive will be stringently controlled, both as to its power to declare a state of emergency and as to the administration of emergency regulations.

(c) Separation of Powers

The CNP upholds the principle of legislative sovereignty, the independence of the judiciary and a Federal - Parliamentary form of government. The CNP believes that the institutions of government should be kept to the minimum necessary to run the government well within an affordable budget.

(d) Law Reform

The CNP in government will promote law reform and embark on updating statutary law in order to meet changing national conditions. (e) Local Government

The CNP considers the democratization of the local government institutions as the only valid way of giving back power to the people. Every adult resident and established rate payer in a local area, will be encouraged to participate in elections for the representatives to the local councils and can stand for office. For small advisory councils, funding will be supplemented by Federal Central Government.

The CNP is committed to reconstructing services such as roads, bridges, water supply systems, housing and other infastructure that has long suffered as a result of nepotism, neglect, incompetence, selfishness, mismanagement and immunity from natural justice. Councils will be encouraged to raise funds from rates and also from commercial undertakings.

Appropriate legislation governing local government administration will be passed to make them legally compatible within the new political environment.

The long neglected housing responsibilities of the Council's will be tackled. The mayors and chairpersons will be elected from among councilors. Anyone who has lived in a particular locality for a stipulated period of time shall be eligible to participate in federal local government.

The existing Provincial Development Councils will be overhauled to improve accountability.

An inspectorate in the Federal Local Government ministry will be established to ensure that councils will meet certain predetermined performance standards.

A healthy and hygienic rural and urban dwelling environment shall be promoted and maintained.

Maintenance of worthy old buildings and structures will be encouraged. Their demolition at any stage shall be subject to proper enquiry and examination.

The CNP is committed to ensuring that local councils get back to work and serve the people.

(f) Kingdoms and Traditional Rulers

The CNP is committed to the restoration of honorary powers of kings and traditional chiefs/rulers who shall regain the enjoyment of their traditional powers long snatched from them by Mobutu's impertinant usurpation. Accordingly, the institution of chieftancy shall be given its rightful and respectable role, drawing support from the government.

(g) Traditional Cultural Heritage

The CNP is committed to revive our cultural heritage in all its positive aspects.

(h) Public Service and Defense Forces

The CNP recognizes that the Congolese Public Service has been run inefficient mainly due to politization, nepotism, tribalization and poor incentives being provided to service providers.

The CNP is committed to de-politicize and de-tribalize the public service, streamlining it and providing incentives (such as housing etc.); and so that the country may have a well-motivated and non-partisan, professional military.

For anybody who served in the defense force for a minimum of thirty (30) years, the state will give him/her a pension and depending on his/her health and his/her willingness he/she can be employed by state organized co-operatives.

Recruitment of members of a national defense force will start at a minimum 18 years of age and a maximum of 20 years of age conditional on holding a valid secondary - school post diploma or valid certificate of secondary school. Volunteers with no secondary school diploma will be accepted on condition that they undergo a bridging, training period.

Employment in the specialized services of the military defense force will depend on the ability and the field of studies pursued e.g. Medicine, engineering, legal services teaching etc. or the technical fields. Early retirement from the National Defense Force may be made depending on his/her ability to perform military duties inter alia;

Dismissal and dishonorable discharge of a member of the Defense force will depend on misconduct at work or in the public domain.

(i) National Service in Public Institutions

All Congolese nationals will be required to do national service after completion of secondary school in order to serve national development in different fields. This service is compulsory for 1 year without gender distinction.

(j) Correctional/Prison Services

We will have prison-security warders. Prison services personnel will have their own structure with a prison commission and hierachial rank structure.

Prisons in Congo will be productive ones running agriculture and animal husbandry, brick making, cloth factories, maintenance of roads, carpentry, and the development of sporting skills etc. This will subsidize the government in running prisons through their own custodial production. Educational facilities will be introduced into all prisons.

Given the parlous state of Congolese places of incarceration, our prison services personnel would needs be trained by any country having a sound history in running prison services and willing to provide this assistance in training.

(k) De-linking Political Parties from Civil Administration

The CNP/PNC is committed to ensuring that government assets that have otherwise been used or vested in MPR since November 1965 be transferred back to the government of the people.

(l) International Relations

The CNP is committed to ensuring that the government in its international relations shall promote co-operation, peace and security; create and maintain just, frank and mutually beneficial relations among nation states, foster respect for international law and treaty obligations, and encourage the settlement of international disputes by peaceful means.

Congo, under the CNP government will join with other developing countries in their struggle to establish an equitable relationship with the rest of the world on three levels: Regional, African and International.

(i) Regional level

The CNP Government will pursue equitable and mutually beneficial regional economic relations.

(ii) African level

The CNP Government will support the African Union and its Charter.

(iii) International level

The CNP considers the United Nations an indispensable world forum and will maintain Congo's membership and uphold its Charter. The CNP shall also seek active membership among the community of nations in different fora including the Southern African Development Community (SADC).

The CNP will strive to promote South-South co-operation for the adoption of common strategies and policies in trade, commodity pricing, science and technology transfer and development.

3. SOCIO-ECONOMIC PERSPECTIVES

(a) Enabling Environment

The CNP is determined to bring about a new era of opportunity with an economic policy based on market realism that rewards lawful individual initiative. The CNP is committed to the creation of a stable economic environment by pursuing positive macro and micro-economic policies.

Further we are committed to creating and enabling environment for economic development in the Congo by implementing balanced, structured adjustment programs with internation financial institutions that recognise the need for programs especially suited to Congolese conditions.

In order to bring about a suitable climate in which both the private sector and public sector will flourish, the CNP will formulate and implement suitable monetary and fiscal policies. Create a positive system of administrating investment incentive schemes, abolish monopolies and provide a free market system; ensure free, collective bargaining, institute market?determined allocation policies; stimulate positive growth - oriented international trade policies; mobilize domestic savings and develop a capital market; and ensure government regulation measures apply nationally.

(b) Investor Confidence

The CNP is committed to building investor confidence and credibility in our country and enactment of legislation that provides investment incentives to domestic and international business. The CNP shall facilitate regular institutional consultation between the Chambers of Commerce, Government and Labour leaders on various socio-economic matters.

(c) Privatization

The CNP is committed to privatization in order to optimize resource utilization, enhance the productivity and profitability to the public sector and assist in the reduction of Government deficit. To facilitate privatization, the CNP/PNC will, as a matter of urgency, establish a commodities stock exchange. The current economic role of Government as a central participant in business undertakings shall cease as soon as is practicable. Free market protection and not nationalization will become the foundation stone upon which the economy under which a CNP Government shall operate.

(d) Monetary Policy

The CNP will pursue policies which will encourage savings and investments. For the rehabilitation of our economy, the CNP may change the name of our present currency from the Franc to any new currency which will be decided in the Parliament. The CNP exchange rate policy will favour national value of the new currency that will be introduced as opposed to massive devaluation and/or foreign currency auctioning. The effigy of past, national martyrs identified by the Parliament may appear on the new currency. Features of the natural wealth, historical and tourist locations will also appear.

(e) Budgetary issues

The CNP shall adopt strict financial management and sound budgetary control. The chronic budget deficits which have resulted in the former Zaire experiencing runaway inflation shall be arrested by streamlining the public service; adopting more effective methods of tax collection; broadening the tax base; encouraging those government institutions with potential for undertaking commercial activities to do so; selling off as many failing and mismanaged state-owned enterprises as possible; selling, whenever practical excess stock of government housing and other material along with other surplus assets; reducing and eventually eliminating deficit financing; and subjecting all budgeting expenditure without exception to Parliamentary scrutiny and review.

(f) Public Debt

The crippling public debt resulting from Mobutu's mismanagement shall be addressed seriously by negotiating debt relief and, where possible, consolidation of debt.

(g) Agriculture

The CNP is totally committed to expending national agricultural production and ensuring food is available to all at reasonable, market-related prices. The most pressing priority of the CNP/PNC will be to attend to any looming, national famine. This repeatedly disturbing situation arises from poor pricing policies, poor input strategies and late payments over past two decades of MNR misrule. Steps to alleviate the problem will be promptly taken by the CNP Government.

In the long term the aim is to achieve food security, with a surplus to build up a strategic reserve and export maize and rice to our neighbors. Essential elements of the CNP policy on maize and rice will include prompt payment to farmers, restructuring the marketing system and realistic floor prices (indexed) if necessary to counter inflation.

Earning from agricultural exports such as groundnuts, coffee, banana, cotton and tobacco, will be encouraged. Congo's exporters in the past have been disadvantaged by parastatal involvement and depressed prices. The key CNP policy feature will be realistic pricing given a realistic exchange rate.

While fully realizing that the transition from the present, highly distorted situation to a free market will require time and skilled management, the CNP government will liberalize agricultural marketing and processing to allow market forces to work.

The CNP Government will encourage new technical development in the less conventional areas of agriculture such as a small-holder, low-tillage systems and game ranching. To promote the establishment of agro-industry, as well as the provision of electricity of farming areas.

The CNP shall encourage the processing of agro-produce at source. Agricultural extension services will be re-activated. A new pricing policy will be instituted where, in addition to floor prices, market prices will be allowed effect.

A special effort will be aimed at encouraging productivity in the traditional crops such as millet, sorghum, mangoes, pawpaws, yams and pineapples. Stock feed production to approved standards will be encouraged.

All Congolese citizens will be encouraged by law to produce cotton, maize, rice, ground nuts or any other crops in order to generate income and stimulate national consumption.

To boost our economy in agriculture, the CNP will sign deals with farming specialists from our continent or any other nation state with the expertise in order to train our farmers for a set period of time and teach them marketing methods for their products. Seeds of various tropical or non-tropical plants will be imported and tested for farming purposes.

The CNP will insist that a Co-operative Societies Act is implemented where the motivation for farming and managing co-operatives is from the individuals concerned and not from government bureaucrats.

Proper land-use policies shall be encouraged to prevent land exhaustion due to soil erosion, overgrazing and general depletion of the land's productive capacity. In this context the opening up of land for private use alongside highways and railway lines shall be given high priority.

In case of draught in some places of the country, irrigation schemes on a group basis will be encouraged with farmers co-operating in building dams and constructing land fencing, taking into account the effect on the ecology.

(h) National and Government infrastructure

Parliament to consider and pass legislative Acts.

Judiciary to promote the rule of law, uphold the national constitution and administer justice.

President as head of state and the cheif executive and head of the armed forces.

Cabinet as the appointed by the President to head minsitries in directing and managing the government.

Public Service in charge of national administration.

National Defence comprising the Army, Air Force, Navy; and Police.

National Security managed and directed through the State Security Agency.

Prison Services

Department of the National Auditor

Para-statal Organizations

Federal Local Government bodies: city councilors, urban and district councilors.

State Marketing bodies

Note: The operation and administration of the Judiciary is to always be independent beyond interference by Government, including the State President as Chief Executive.

Ministries proposing their ministerial budget needs carry out their projects in consultation with the Treasury and Ministry of Finance. The latter, after consultation, checking and giving approval, will submit the annual budget to the Parliament (House of Assembly) where it must be debated upon and voted into final approval.

The Parliament will set up accountable committees to ensure that the State funds are properly used and not misappropriated or misspent. These parliamentary committees will work in conjunction with the National (General) Auditor.

(i) Education Matters

The CNP will encourage both public and private educational institutions. The party will mostly encourage technical schools and the building of universities and colleges in every national province.

The CNP will appoint a robust commission to scrutinize and revise the existing educational programme.

The CNP will rehabilitate the career of teaching by being attentive to the remuneration of teachers.

The CNP will promote both primary and secondary education by making them as inexpensive as possible, given the relatively small contribution that parents of the learners should pay.

(j) Health Issues

It is envisaged that for every 50 000 Congolese nationals, there ought to be a health centre or clinic. Each collectivity/growth point will have a hospital. The CNP will undertake to reconstruct former hospitals and build new and modern ones. The government will appoint in each district and collectivity a health inspector to manage the health system.

The government will subsidise the costs of medicine. In cases where the patient is without independent means, the Department of Social Services will, where practicable, subsidise the patient's costs.

Provision of clean water and a well-water project will be introduced into rural areas.

A veterinary service will also be established.

(k) Social Security

The CNP will make sure certain that each aged person will get his/her pension monthly and in full.

The CNP will build homes for the aged and encourage all citizens in gaining productive work by some type of self employment to maintain their living for example, in agriculture small holding in growing cotton, rice or rubber.

The CNP will place emphasis on creating non-government organizations (for social welfare) and charity which might create projects (youth development) and to leand assistance to the people.

The CNP will introduce work-for-food projects for those unemployed and willing to work.

(l) Protection of Natural Resources

The CNP will make sure that all natural resources are well protected. Conservation of rare animal species (such as Rhino and Mountain Gorilla etc.) will be practised to reverse the trend towards extinction. Laws will be vigourously enforced to protect these endangered species.

The CNP will be creating new national parks and zoos to encourage eco-tourism. Every assistance will be encouraged by relationships with entities such as the International Conservation Authority and World Wilde Life Fund.

Recreational development will be encouraged by the building resorts/hotels in tourist areas such as along lakes shores and the great rivers. Beaches will be maintained with regard to local ecology.

(m) Youth and Sport

The CNP will create modern sport centres (stadiums, gymnasiums, public swimming pools, public parks etc.) in each national province.

Professional sport will resume as the economy grows. Meanwhile, private teams may turn professional with private share holdings.

(n) State Taxation

The CNP will re-introduce state taxation. These funds will help run day-to-day public administration services in Congo, e.g.: a) salaries of public servants b) transport/road construction and maintenance c) hospital construction and schools and defense services, maintenance and security.

Note : To achieve these projects, the CNP/PNC's first priority will be focused on roads and bridge construction alongside the modernization of a national communication systems throughout the whole the country.

(o) Concerning former political leaders

The CNP will institute a Commission of Inquiry to deal with former leaders and their misdeeds and maladminsitration. Those identified and proven guilty will be publically dealt with by law and will have right to be legally represented at open hearings of any tribuneral. Those who betrayed the Congolese people, by having them murdered en masse, or where they were involved in the pillaging of Congolese resources in connivance with foreigners will legally be prosecuted. Those found guilty will be prevented from exercising any political role in the national life of Congo in addition to any other penalty imposed by the court.

1. Introduction

Le peuple Congolais est desillusionne aussi bien par les exces du systeme monopartiste impose par le coup d'etat militaire de 1965 par le General President Mobutu, que par la guerre d'agression et de pillage entretenue depuis 1996 pa la troika Rwando__Ugando__Burundaise. Conduit par le PNC, le peuple frustre a choisi d'adherer a la presente decision de restaurer le systeme multipartiste perdu depuis 1965. Comme resultat d'une grande campagne pour le changement, le PNC est enregistre comme parti politique avec l'objectif avoue de gagner les premieres elections independantes et democratiques en vue d'organisation en RDC sous l'egide d'une constitution multi-partiste. La gouvernance du MPR de Mobutu avait emis des programmes economiques et politiques sans reference au peuple Congolais, lesquels programmes ont debouche sur une catastrophe economique d'un pays qui avait une economie stable et forte a l'independance. Le PNC reste convaincu que non defiee/inquietee, coterie des anciens dirigeants ainsi que leurs allies, une fois elue meme (dans un systeme multipartiste) retournera a sa vielle pratique de dictature avec une possibilite d'emergence d'une gouvernance sans consultations ni du peuple ni de ses representants (Parlement). Le PNC est determine et engage a proteger les droits humains fondamentaux en s'assurant qu'ils sont une toile de fond de la constitution. Le droit a la vie, a la possession d'une propriete, a la liberte selon la loi, la libre arbitre et la liberte d'expression, d'association et de culte sont entre autres des valeurs a proteger. Le PNC est convaincu que la prosperite economique ne peut etre generee que par des hommes libres a travers un environnement social et economique de justice susceptible de libere les ressources financieres, materielles humaines. Cet environnement permettra aussi au commerce et a l'industrie de liberer une croissance economique comme cela avait ete le cas dans les autres pays avances du monde. Le PNC est conscient qu'une fois au pouvpir, il va heriter d'une situation de banqueroute et d'un fardeau de la dette publique qu'il faudra eponger soit en la payant, soit en renegociant son echelonnement ou son annulation. Pire encore, le PNC heritera d'un tresor public au rouge due a la malversation de 32 ans de reigne Mobutiste et a la destruction de toutes les infrastructures de base. Devastation des routes de dessertes, des ecoles, des hopitaux etc. a reduit le pays a un etat de famine et de mendicite l'obligeant de compter sur des donnations financieres exterieures pour sa survie. Le PNC est cependant trouble du fait que tout programme de redressement economique base sur une economie a reduction progressive comme celle du Congo, devra causer certaines privations au peuple. Malheureusement, il sera inevitable de prendre des mesures parfois penibles pour arreter le saignement et reconstruire une infrastructure susceptible conduire a la croissance. Tenant compte de toutes ces realites, le PNC est capable, pret et resolu a entreprendre une au dacieuse tache afin de restaurer la dignite et le respect du Congo et de son peuple. Cela sera accompli par la realisation du programme contenu dans le manifdeste electoral. Le present manifeste, traite essentillemnt des questions relatives a la constitution, a l'administation des pouvoirs local et central, a l'economie avec insistance particuliere sur l'agriculture, la fonction publique, la sante, l'education, la defense, la securite et les relations exterieures.

2. Perspectives Politiques

a) Les Droits humains.

Le PNC est engage fermement a la protection des droits et libertes fondamentaux des citoyens Congolais et de tous les etrangers vivant legalement au Congo, a la promotion de la justice et de l'egalite sans distinction entre les peuples, au maintien d'un Etat de droit et de l'independence du systeme judiciaire. Le PNC est aussi engage a soutenir une democratie multipartiste avec un controle et un equilibre effectifs pour donner une meilleure forme de gouvernement avec le consentement populaire. Nous sommes engages dans la cooperation africaine et internationale pour le maintien de la paix et de la securite. Le PNC est egalement engage a etendre avec force le projet de la loi aux autres categories sociales et professinelles comme le droit de la presse, des enfants, la lutte contre toute forme de discrimination [droit de la femme].

b) L'Etat d'urgence.

Le PNC s'engage a revoquer l'etat d'urgence. L'Executif sera rigoureusement controle aussi bien dans son pouvoir de decreter un etat d'urgence que dans la gestion des reglements sur l'urgence.

c) Separation des pouvoirs.

Le PNC soutient le principe d'une souverainete du legislatif, de l'independence du judiciaire et un executif decentralise (gouvernement et parlement federal et provincial). Le PNC croit que les institutions du gouvernement doivent etre gardees dans un strict maximum necessaire pour leur bonne marche dans les limites du budget.

d) Reforme Constitutionnelle.

Le PNC dans son gouvernement devra promouvoir une reforme constitutionelle destinee a actualiser les differents codes et reglements afin de les adapter au changement en cours.

e) Gouvernement federal-local/ (Provincial).

Le PNC considere que la democratisation des institutions du gouvernement local est la seule voie valide de remettre le pouvoir au peuple. Tout adulte residant et en regle avec le payement de la taxe dnas un milieu, sera encourage a participer aux elections des representants dans la rehabilitation des services et infrastructures publics tels que les routes, les ponts, les systemes d'aduction d'eau potable, l'habitat et bien d'autres ayant souffert de delaissement et de negligence par suite de nepotisme, d'incompetence, d'egoisme, de malversation et d'impunite. Les Conseils municipaux et provinciaux seront encourages a generer les fonds a travers la fiscalite et d'autres activites analogues. Une legislation appropriee gouvernnant le pouvoir federal local sera mise en place pour les rendre compatibles au nouvel environnement politique. Les responabilites longtemps negligees dans les bureaux de Conseils seront aussi epinglees. Les maires et directeurs seront elus parmi les membres du Conseil. Quiconque aura vecu dans la localite donnee pour une periode de temps stipulee devra etre eligible dans le gouvernment local federal. Les Conseils de developpemnt provincial existant devront etre revises pour ameliore leur credibilte. Un corps d'inspection sera etabli dans le gouvernment federal local pour s'assurer que les conseils atteignent des performances preetablies dans leurs taches. Un environement sain et hygienique devra etre cree et maintenu aussi bien en milieu rural qu'en milieu urbain. Le maintien des vieux batiments et edifices dignes de repect et autres infrastructures du genre devra etre encourage. Leur demolition a un certain niveau doit etre sujet d'une enquete minitieuse et d'un profond examen. Le PNC est engage a s'assurer que les membres de Conseils federeaux reviennent au travail pour servir la nation et son peuple.

f) Les Chefs Coutumiers et les Royaumes. Le PNC est engage a restaurer le pouvoir tradition et coutumier longtemps confisque et usurpe par l'imposture Mobutu. Consequemment la chefferie comme institution devra regagner son role respectable et de droit avec l'appui du gouvernement.

g) Heritage Culturel.

Le PNC est engage a ressusciter l'heritage culturel de la nation Congolaise dams tous ses aspects positifs.

h) Forces armees (Defence) et Fonction Publique.

Le PNC reconnait que l'inefficacite de la fonction publique a ete cause par la politisation, tribalisation, le nepotisme et la carrence d'initiative d'encouragement (primes) aux fonctionnaires de l'Etat. Le PNC est a cet effet engege a depolitiser et detribaliser la fonction publique, la rationaliser par des initiatives d'encouragement pour creer une emulation a son sein afin une fonction publique et une armee des professionnels, et non partisanne. Pour quelqu'un qui a servi sous le drapeau pour trente (30) ans, l'Etat devra lui accorder une pension de retraite et selon son etat de sante et sa volonte, il peut etre employe dans les organisations cooperatives. Le recuitement dans les forces armees sera conditionne par un minimum de 18 ans revolus et un maximum de 20 ans ainsi qu'une detention d'un diplome ou d'un certificat des etudes secondaires et de son equivalent. Les volontaires depourvus de ce diplome (Certificat) seront acceptes sous condition de suivre une certaine peride de formation. L'emploi dans les services specialises de la defense dependra des capacites et du domaine de formation suivi par le requerant: par example, les medecins, les ingenieurs, les avocats, les techniciens de differentrs diciplines (enseignement, gestion etc..) La demission du corps de defense dependra de l'etat de sante des membres ainsi que d'autres raisons justifiables. Le renvoi d'un membre du corps de l'Armee sera cause par la meconduite au travail et en public.

i) Le Service national dans les institutions publiques.

Tous les citoyens Congolais doivent faire un service national a la fin des etudes secondaires pour servir dans le developpement national de differents domaines. Ce service sera obligatoire pour une annee sans distinction de sexe.

j) Les Maisons de correction et les prisons.

Les prisons doivent avoir des gardiens. Elles doivent avoir leur propre structure et administration. Elles devront etre productives dans l'agriculture, l'elevage, la briquiterie, le textile, ;e maintien des routes, la charpenterie, le sport etc.. Ceci permettra au gouvernement d'assurer la gestion des prisons avec leurs propres financements. Le personnel dans les services de prisons devra etre forme par un pays ayant une bonne infrastructure dans les services correctionels. Des installations educatives doivent etre introduites dans les prisons.

k) De la separation des partis politiques et de l'Etat.

Le PNC est engage a s'assurer que les biens (actifs) qui avaient entre autre ete utilises ou investis dans le parti politique au pouvoir (le MPR) depuis 1965 sont trabsferes dans les comptes publics.

(l) Relations internationales.

Le PNC est engage a s'asurer que le gouvernement dans ses relations internationales promeut la cooperation, la paix, la securite; cree et maintient les relations justes, franches et mutuellement avantageuses parmi les nations; renforce le respect des lois et des traites internationaux; encourage la resolution des conflits et disputes par des moyens pacifiques. Le Congo, sous le pouvoir du PNC, va rejoindre les autres pays sous-developpes dans leur lutte d'etablir des relations equitables avec le reste du monde a trois niveaux a savoir :regional. Africain et mondial.

1) niveau regional : Le gouvernement du PNC va poursuivre une politique des relations equitables et mutuellement avantageuses sur le plan aussi bien politique qu'economique pour une bonne stabilite regionale.

2) Niveau Africain : Le gouvernement du PNC va soutenir l'Union Africaine et souscrire a sa Charte.

3) Niveau mondial : Le PNC considere les Nations Unies comme un forum indispensable au monde et devra s'engager a soutenir sa Charte.

Le PNC devra egalement maintenir son etat de membres dans les marches communs des Nations et la SADC. Le PNC s'engagera aussi dans la promotion de la cooperation Sud-Sud pour l'adoption des strategies et plotiques communes en matieres de commerce, de prix des matieres premieres, de science et de technologie.

3. Perspectives Socio-economiques

a) Un environnement propice (permissif)

Le PNC est determine a inaugurer une nouvelle ere d'un realisme economique susceptible de creer des opportunites et de motiver l'initiative individuelle. Le PNC est engage dans la creation d'un environnement economique stable par la poursuite des politiques macro-economiques et micro-economiques positives. Le PNC est enage a creer des conditions de developpement economique pa l'adhesion aux politiques d'ajustements structurels compatibles aux realites Congolaises. Pour permettre l'emergence d'un climat favorable au florissement du secteur public et du secteur prive, le PNC attend formuler et appliquer une politique monetaire et fiscale equivalente. Mettre sur pied un systeme d'incitation aux investissements en abolissant le monopolisme et en institutuant une zine de libre concurrence, un systeme de marchandage collectif, instituer des politiques d'allocation equitable des marches, stimuler une croissance positive, des politiques bien orientees d'echanges internationaux; mobiliser l'epargne domestique en vue de creer un marche des capitaux susceptible de reveiller le systeme bancaire endormi, nationaliser les mesures et les codes inities par le gouvernement.

b) La Confiance des investisseurs

Le PNC est engage a stimuler la confiance des investisseurs et la credibilite du pays en promulgant des codes d'investissements souples et laxistes. Le PNC s'engage a creer un environnement permettant uconsultation reguliere entre forces vives socio-economiques, Chambre de Commerce, responsables du gouvernement et les corporations des travailleurs sur les questions sociales et economiques virulentes.

c) La Privatisation

Le PNC est engage a assurer la privatisation de certains secteurs en vue d'optimiser une bonne utilisation des ressources, d'accroitre la productivite et la rentabilite du secteur public et de reduire cerains deficits publics. Pour faciliter la privatisation, le PNC devra creer un marche boursier. L'actuel role economique de l'Etat comme acteur principal dans les entreprises commerciales devra cesser. Le marche libre et non la nationalisation deviendront la pierre angulaire sur laquelle l'economie sous le pouvoir du PNC sera batie.

d) Politique monetaire

Le PNC devra puirsuivre des politiques d'encouragement a l'epargne et a l'investissement. Pour la rehabilitation de notre economie. Le PNC poura remplacer l'actuelle monnaie (Le Franc Congolais!) par une nouvelle don't la denomination devra etre decidee au parlement. Le PNC devra instituuer une politique de change favorisant la valeur de la monnaie nationale et qui devra faire face a la devaluation massive et a la quotation aux encheres des devises etrangeres. Les effigies des certaines personnes (martyrs, heros) selon que decide par le Parlement devront apparaitre sur la monnaie aussi bien que les symboles des richesses naturelles, historiques et touristiques du pays.

e) Les Questions budgetaires

Le PNc s'engage a adopter une gestion financiere orthodoxe et une rigoureuse politique de controle budgetaire. Les chroniques deficits budgetaires qui ont vu le Zaire-monnaie experimenter une inflation galopante devront etre reduits par la rationalisation des depenses publiques et la redynamisation de l'assiette fiscale. La separation des patrimoines de partis de celui de l'Etat, la lutte contre la fraude fiscale et l'elaboration de methodes efficaces de collecte de l'impot devront deboucher sur un assainissement des finances publiques. Il faudra aussi encourager les institutions etatiques dynamiques a prendre part dans les activites commerciales, liquider, vendre ou restorer les entreprises publiques en faillites, eliminer toutes les pratiques budgetaires des certains services de l'Etat afin d'inciter une reduction du deficit budgetaire. Il faudra rendre effectif le controle budgetaire (depenses publiques notamment) par l'intitution competetente qu'est le Parlement.

f) La dette publique

La paralysie causee par une dette publique excessive resultant de la gabegie financiere devra etre soignee a travers une equitable renegociation pour soit une consolidation, un echelonement, un allegement ou une annulation de la dite dette en partie ou en entier.

g) Agriculture

Le PNC est totallement engage dans la stimulation de la production agricole en vue d'assurer la nourriture a tous. La plus urgente des priorites sera pour le PNC de s'attaquer a la menace de famine nationale et de catastrophe alimentaire; cette situation desastreuse etant la consequence de mauvaises politiques des prix et des mafia dans les strategies d'achat de denrees alimentaires et/ou de vente des produits agricoles adoptees depuis trois decennies de reigne sans partage. Les etapes de resolution de cette question seront courageusement prises en main par le PNC une fois au pouvoir. En long terme, l'objectif sera d'atteindre la securite alimentaire avec un surplus pour creer des reserves strategiques et d'exporter de sproduits alimentaires vers les pays voisins dans le besoin.[riz et mais]. Les strategies du PNC dans la politique du riz et de mais consistera en des elements incitatifs tels que : une juste remuneration des agriculteurs, la restructuration du marche pa l'application d'une politique d'indexation des prix et la lutte contre l'inflation tenant compte des tendances du marche. La production des produits commercables comme l'arachide, le café, la banane, le coton, le tabac sera encourage en vue d'accroitre le revenue des agriculteurs. Le Paysanat rural sera aussi encourage et incite a se lancer dans des activites lucratives pour son developpement et pour reduire le taux de l'exode rural. Les exportations Congolaises, dans le passe, avaient ete defavorisees par une intervention para etatique et une baisse des prix realistes en rapport avec le taux de change. Pendant que se realisera la transition de la presente situation de distortion au marche libre, une exigence en terme de temps et de gestion qualifiee devra s'imposer. Le PNC devra attend liberaliser le secteur agricole et proceder a amener toutes les forces du marche au travail. Le pouvoir du PNC devra encourager les de nouvelles techniques de developpement dans le secteur agricole (possession et gestion des fermes, des ranchs), etc.. Il devra aussi promouvoir l'emergence de l'agro-industrie aussi bien que l'extension de l'energie electrique dans les espaces agraires. Le processus de la reactivation et l'extension des services y afferant (agronomie, veterinaire etc.). Un effort particulier devra viser l'encouragement de la productivite des produits de vocation traditionelle comme le millet, le sorgho, les ignames. Un strock de production pour l'alimentation sera determine et encourage a etre atteint. Tous les citoyens Congolais seront tenus, par la loi, a produire le coton, le mais, le riz, l'arachide et autres produits dans le but de stimuler l'accroissement du revenu. Pour stimuler l'agriculture, le PNC va signer des accords bilateraux avec des specialistes dans la technologie agricole (femiers Sud-Africains, Hollandais, Americains, Belges et autres) pour former les fermiers Congolais dans les activites de fermage. Les espaces et les varietes tropicales ou non seront importees et experimentees pour leur fermage au Congo. Le PNC devra insister sur l'idee d'implantation des societes cooperatives la ou il ya motivation pour les activites agricoles et de gestion de la part des individus concernes et de bureaucrates du gouvernement. De politiques traditionnelles d'exploitation du sol seront mises sur pied pour eviter son epuisement par erosion, par exploitation excessive etc. Dans ce contexte, le degagement des espaces le long de grades chaussees et des lignes de chemins de fer sera une priorite. En cas de pression d'eau dans certain espaces du pays, des plans d'irrigation bases sur des initiatives de regroupement des fermiers seront encourages pour la construction des barrages, des clotures mais en tenant compte des effets ecologiques.

N.B. Le judiciaire devra garder son independence. Personne, meme pas le Chef de l'Etat devra ebtraver son independence. Les ministeres devront soumettre leurs projets budgetaires au ministere de la planification qui avec la Direction du Tresor et le ministere de Finance devront les examiner avant de les inserer dans le dossier du bidget annuel a soumettre a l'approbation parlementaire.

Le Parlement devra creer des commissions credibles avec mission de controler l'utilisation conformer au besoin des ressources budgetaires. Ces Commissions devront oeuvrer en conjonction avec le departement de l'Audit-general.

L'Education

Le PNC devra enourager les institutions d'enseignement prives et publiques. Il devra surtout encourager l'enseognement technique et la construction des universites et des instituts superieurs techniques dans chaque province. Le PNC devra creer une forte commission de re-examination et de revision de l'actuel programme d'enseignement. Le PNC devra promouvoir et assurer le niveau primaire et secondaire de l'enseignement a tous les Congolais en le rendant obligatoire par sa gratuite malgre des contributions mineures des parents d'eleves.

La Sante

Il est envisage une clinique ou un centre de sante pour chaque 50.000 habitants, Chaque collectivite ou point d'accroissement rpide de la population devra avoir un hopital. Le PNC devra entreprendre la rehabilitation d'anciens hopitaux et centres medicaux et la construction de nouveaux. L'etat devra subventionner l'achat des medicaments. Dans le cas d'un malade en etat de chomage, le ministere du bien etre et des affaires sociales devra supporter les frais medicaux. Le projet de furniture en eau potable sera aussi soutenu dans les milieux ruraux. Un service de sante publique sera aussi institue ou renforce.

La Securite Sociale

Le PNC devra s'assurer que la pension pour vieillesse est mensuellement versee a chaque personne agee.

Le PNC devra construire des maisons (pensions) pour les persones agee et s'assurer que tous les citoyens sont wmployes ou travaillent pour leurs propres comptes en vue d'assumer leur auto-suffisance.

Le PNC devra insister sur la creation des organisations non gouvernementales (pour le bien etre social) et caritatives qui devraient engendrer des projets de developpement de la jeunesse et apporter de l'assistance aux necissiteux.

Le PNC devra introduire les projets de "travail contre nourriture" pour soutenir principalement la masse des chomeurs

La Protection des Ressources Naturelles

Le PNC devra assurer la bonne protection des ressources naturelles. La conservation de rares especes d'animaux, [rhinoceros, okapi, zebre, elephant blanc, gorille de montagne et..] sera romue pour arreter leur extermination. Des lois seront promulguees pour en assurer la protection.

Le PNC devra creer de nouveaux parcs nationaux et des jardins zoologiques et botaniques en vue de stimuler le tourisme. Toute mesure a l'example du Corps de Conservation Internationale ou du Fonds pour la Protectin ou la Conservation de la faune, sera soutenue et encouragee par la loi. Les activites ludiques (loisir, divertissement etc..) seront encouragees par la construction d'hotels dans les milieux touristiques comme le long des lacs, des grandes rivieres ou des fleuves.

Jeunesse et Sport

Le PNC devra creer des infrastructures sportives modernes [stades, gymnases, piscines publiques, parcs, etc..] dans chaque province. Les plages doivent reamenagees, rehabilitees en meme en trouver d'autres le long des rivieres et de lacs. Le sport professionel devra commencer avec la croissance economique. Pendant ce temps, les clubs des sports prives peuvent etre professionnalises par la quotation des actions.

La Taxe de l'Etat

Le PNC devra resintaurer la taxe etatique. Ces fonds devront servir l'administration et la gestion quotidienne des services publiques; par exemple: a) les salaires des agent b) la construction et l'entretien des routes c) la construction et l'entretien des hopitaux, des ecoles, des services de defence et de securite.

NB. Pour realiser tous ces pojets, la priorite numero un du PNC sera focalisee sur la construction et le maintien des routes et des ponts et la modernisation de moyens de communication sur toute l'etendue du pays.

Conscious of frequent fights led by the Congolese people in order to get rid of the dictatorial tyrany ofMobutu Seseseko and his handmen, a tyranny imposed on and maintained on us by foreign interest, after they have shamefully killed our first Prime Minister Patrice Emery Lumumba.

Conscious of the military difficulty, of economic and political circumstances which we are presenting facing as a nation, with a permanent and illegal occupation of certain parts of our country by Rwanda, Uganda and Burundi;

Worried of pulling our country of mental and material crisis;

Conscious of the possibility of a pull out of the agressors, under international supervision as a prelude for the restoration of the integrity of our country, DRC;

Considering the sharing of the following political principles and their values as basis for our union, namely:

We stand to prepare our participation to the first democratic elections since the death of our first Prime Minister P.E.Lumumba.
