These files are from the publicly accessible directory listing of a password-protected website (log-in) which provided documents and discussion from 2003 to 2006 of the US Coast Guard's Deepwater project by the USCG and its contractors, Lockheed Martin and Northrup-Grumman:

Material on the site was downloaded on April 26. The website's open directory listing was closed on or about 4 May 2007 when it was published by Cryptome: http://cryptome.org/cg-inside.htm
Google cache of directory on 12 May 2007 with many files still available via this listing. Some 28 individual files are also available by Google site search on: site:xnet.icgsdeepwater.com/

Enjoy the part about the UAV coverage distances (very important) the UAV coverage altitudes (look at the U2 mention), the down-link frequencies, and so on.Note in the budget documents where they were trying to convince the government that the entire project needed to be accelerated onto a 10 year program instead of the 25 years project, and that the original 24 billion dollar budget was going to be around 100 billion dollars (24 billion over 25 years, versus 100 billion over 10 years).
Note also the copious references to the first ships that were delivered being the eight leaking cutters, and that they where basically betting the entire company on these eight ships.
Pay attention to all the names mentioned in the documents, and also the document creators, and look not only at the date the files were uploaded to the directory, but also the date the documents were created (in the properties), and who authored and last modified the documents.
If you Google the names of the people mentioned in the documents you will also note that Stillman was with the Coast Guard when he pushed the government into buying in to this program, and then after the die was cast he went to work for the contractors. Thad Allen (the current CG commandant) was Stillman's second in command at the time, and would have been integral in the Deepwater program..
A really, really important point to note is that the big money in all of this (from a profitability perspective) is the C4ISR systems (electronics), not the actual ship building itself.
