I pass the following bits of information on to those who might be interested. These facts come out of conversations with a Navy cryptological technician interpretive (CTI) stationed at Fort Gordon, GA.
1) Fort Gordon Regional Security Operations Center (GRSOC) is in fact an ECHELON site. It is not clear if it is itself a collection site, or merely a client of information collected elsewhere.
2) Naval cryptologists, at least those operating on direct support out of NSGA Fort Gordon, are trained to perform TEMPEST and NONSTOP attacks aginst vessels in the Persian Gulf.
3) In the training and subsequent day-to-day work of these cryptologists, USSID 18 is hardly mentioned. Some cryptological personnel, although competent in all other parts of their jobs, are ignorant of what use could and couldn't be made of information gathered from eavesdropping on US Communications.
4) Security measures taken at GRSOC are very lax, even in this post Sept. 11 world. A sailor newly arrived, not wanting to wait in a holding unit until issued a security clearance, was able to find a way into working in a SCIF. Although the Navy is aware some personnel tend to leak (although they do not know what is leaked), they have not terminated clearances because of an obsession about manpower.

Naval Security Group Activity, Fort Gordon (NSGAFG) was commissioned on 1 November 1995 at Fort Gordon, Georgia to perform Naval Security Group related functions as directed, and to perform such other functions and tasks as may be directed by higher authority. Specifically, NSGAFG provides operational cryptologic personnel to support the Fort Gordon Regional Security Operations Center (GRSOC). The GRSOC is a joint service facility established by the Director, National Security Agency to conduct continuous security operations on selected targets in support of national and warfighter intelligence requirements from Fort Gordon using remoting technologies. NSGAFG will also perform those functions required to accomplish Maritime Cryptologic Integration Center (MCIC) related tasks in support of fleet operations.
